Latin America and the Caribbean

The Latin America and the Caribbean (LAC) region is a pioneer on sustainable consumption and production (SCP) and has been working on it since 2003, when the Regional SCP strategy was developed and a Regional Council of Government Experts on SCP was established. SCP has become a priority for the Region as it is expressed by the high level political support and commitment received from the Ministers in the Region. In March 2014, the last Regional Forum of Ministers of Environment adopted a SCP Decision, stressing its support to the 10-Year Framework of Programmes on SCP (10YFP), recalling the regional SCP priorities (national polices, SMEs, sustainable public procurement and sustainable lifestyles) and calling for additional programmes on SMEs, sustainable food systems and integrated waste management. Also in that same Decision new Terms of Reference for the Regional Council were adopted (see Decision’s Appendix).

Another demonstration of regional commitment shows that out of the 33 countries of the region, 20 have already designated their 10YFP National Focal Points (NFPs) and more countries are very close to do so. Please consult the full 10YFP NFP directory.

In the region, dedicated SCP policies exist in many countries, including Barbados, Brazil, Colombia, Cuba, Chile, Dominica, Dominican Republic, Ecuador, Mexico, Peru, St. Lucia, and Uruguay.

Recent SCP activities in the region

The main activities during the last year in the LAC region are the following:

Advancing sustainable consumption and production and implementing the 10YFP 

1. Revising the regional SCP Strategy and developing a Regional Roadmap for the 10YFP The Executive Committee of the Regional Council of Government Experts on SCP gathered in Santiago de Chile (13 to 15 October 2014) to review the draft of the SCP strategy and its Roadmap. Also the role and responsibilities of the National Focal Points; communication mechanisms between the 10YFP Board, the Regional Committee and the NFP; the inclusion of SCP in the Sustainable Development Goals (SDG) and the post-2015 agenda and strengthening the participation of civil society in the 10YFP were other issues discussed. An interactive session between the Regional Committee and the 10YFP Board was developed as well.

Once the draft of the SCP strategy is approved by the Committee it will be send to a broader regional consultation to governments and main stakeholders within the region.

2. Preparing the SCP for SIDS Initiative

Caribbean Small Island Development States (SIDS) are moving into action and are preparing a 3-day meeting to be celebrated in Bridgetown, Barbados, the following 27 to 29 of January 2015.  The meeting will have two main motivations. The first one will focus on the way forward to implement Decision 5 of the 19th Meeting of the Regional Forum of Ministers of Latin America and the Caribbean, including, as appropriate, the Samoa Pathway outcome document; and the second, will work on how to implement the “SCP for SIDS Initiative within the 10YFP”. 3. Honduras and Colombia accelerating their SCP implementation 

The 10YFP Secretariat is about to launch a project ”Supporting developing countries to deliver sustainable consumption and production services at the country level” funded  by the United Nations Development Account (UNDA). This project involves the participation of five countries around the globe, including Honduras and Colombia from the LAC region. The objective of the project is to increase the capacity of targeted developing countries to deliver SCP policies at national level, accelerating the shift towards SCP patterns.

4. SCP Webinars

LAC region, with UNEP´s support, is using webinar facilities to stay connected and work on different SCP-related issues with key actors. Preparatory webinars for the Executive Committee meeting and the SIDS meeting have been successfully developed among others.

5. LAC Community of Practice in the CLH 

LAC countries are sharing initiatives within the Global SCP Clearinghouse. We invite you to register and to become part of this community of practice and share your activities worldwide.
