Latin America and the Caribbean
Latin America and the Caribbean (LAC) is a pioneer on SPC. The region was the first to host a regional consultation meeting on the Marrakech Process in 2003, where a Regional strategy on SCP was developed, defining priorities, concrete actions and specific pilot projects to be implemented.
The Regional Council of Government Experts on SCP was also set up in 2003 to support the implementation of the SCP Regional strategy. The Council has been acting as a specialist advisory body on SCP to the Regional Forum of Ministers of Environment. Since 2003 in LAC there has been a specific decision on SCP in every regional Forum of Ministers of Environment demonstrating that SCP is a key priority to the Region within the highest political levels.
In March 2014, the last Regional Forum of Ministers of Environment adopted a SCP Decision, stressing its support to the 10YFP, recalling the regional SCP priorities (national polices, SMEs, sustainable public procurement and sustainable lifestyles) and calling for additional programmes on SMEs, sustainable food systems and integrated waste management. Also in that same Decision new Terms of Reference for the Regional Council were adopted (see Decision’s Appendix).
Among other issues, the new Regional strategy and its Roadmap will be revised in the coming Meeting of the Executive Committee of the Regional Council of Government Experts on SCP the following 13 and 14 of October in Santiago de Chile and will be sent out for consultation.
Out of the 33 countries of the region, 20 have already designated their 10YFP National Focal Points.
It is relevant to mention that there is also a “SCP for Small Island Developing States (SIDS) Initiative” being developed that will include Caribbean countries within LAC.
In the region, dedicated SCP policies exist in many countries, including Barbados, Brazil, Colombia, Cuba, Chile, Dominica, Dominican Republic, Ecuador, Mexico, Peru, St. Lucia, Uruguay and Honduras.
