About DELC
The Division of Environmental Law and Conventions (DELC) leads the following functions of UNEP:
- To promote the progressive development and implementation of environmental law to respond to environmental challenges, in particular by supporting States and the international community in strengthening their capacity to develop and implement legal frameworks; and
- To support the implementation of Multilateral Environmental Agreements (MEAs) by parties, and facilitate interlinkages and synergies, while respecting the legal autonomy of MEAs and the decisions taken by their respective governing bodies.
DELC provides the following services:
Environmental Law
Under the overall framework of the Programme for the Development and Periodic Review of Environmental Law (Montevideo Programme):
- Catalyzing progressive development of environmental law aiming at sustainable development.
- Providing legal technical assistance and capacity-building training to developing countries and countries with economies in transition to strengthen their capacity to develop and enforce environmental law.
- Making information on environmental law accessible through on-line environmental law data base and publications in order to promote wider appreciation of environmental law.
Enviromental Conventions

Enhancing collaboration and cooperation between UNEP and MEAs, their secretariats, scientific bodies and global, regional and national stakeholders, as well as enhanced support for collaboration and cooperation among those bodies.
- Providing support for enhancing the implementation of, compliance with and enforcement of the MEAs and for improving synergies among them. Providing support for strengthening capacity to mainstream environmental objectives into national sustainable development and poverty eradication strategies, including through the development of knowledge base on linking ecosystem services and human well-being.
