XII - PARTICIPATION OF STATES NOT MEMBERS OF THE GOVERNING COUNCIL

Rule 67

Any State Member of the United Nations or member of a specialized agency or of the International Atomic Energy Agency, which is not a member of the Governing Council, may participate in the deliberations of the Governing Council. Any State thus participating shall not have the right to vote, but may submit proposals, which may be put to the vote by request of any member of the Governing Council. The provisions of this rule shall apply, mutatis mutants, to participation in a subsidiary organ by States not members thereof.
