Delivering as One - High-Level Panel Report

The Secretary-General's High-Level Panel on United Nations Reform today presents its findings, which include recommendations on environmental governance.

The Outcome Document of the 2005 World Summit emphasized the central role of environmental sustainability in achieving UN objectives, including global security and the Millennium Development Goals. It also highlighted “the need for more efficient environmental activities in the United Nations system, with enhanced coordination, improved policy advice and guidance… and better integration of environmental activities in the broader sustainable development framework at the operational level, including through capacity-building.”

Towards this end, The Secretary-General announced the formation of the High-Level Panel in February 2006 to examine a how best to strengthen the coordination and effectiveness of United Nations operational activities worldwide, including the possibility of creating more tightly managed UN entities in the fields of the environment, humanitarian assistance and development.
