INTRODUCTION
The eleventh session of the Governing Council of the United Nations Enviroranent Programme (UNEP) was held at UNEP headquarters, Nairobi, from 11 to 24 May 1983. The Council adopted the present react at the 10th meeting of the session, on 24 May 1983.
