INTRODUCTION

1. Pursuant to Governing Coucil Decision 14/4 of 18 June 1987 and General Assembly Resolution 42/185 of 11 December 1987, the first special session of the Governing Council of the united Nations Environment Programme(UNEP) was held at UNEP headquarters, Nairobi from 14 to 18 March 1988. The Council adopted the present report at the 7th meeting of the session, on 18 March 1988.
