South-South Cooperation Workshop on Waste Management, Law and Governance

Bali, Indonesia
The South-South Cooperation Workshop on Waste Management, Law and Governance was held in Bali, Indonesia from 19-21 June 2008. The workshop was organized jointly by the Government of the Republic of Indonesia, United Nations Environment Program (UNEP) and Non Aligned Movement Center for South-South Technical Cooperation (NAM CSSTC) and attended by 45 participants from 23 developing countries, and relevant international organizations, academics and civil society organizations. The purpose of the Workshop was to share best practices and lesson learned on waste management, law and governance in developing countries and ways and means to strengthen South-South cooperation on these fields.

Second Training Seminar On Environmental Law For The Lusophone Countries Of Africa
11 – 13 December 2007
Nairobi, Kenya
The meeting was organized by UNEP in response to the uniqueness of the Lusophone group of countries in Africa in terms of environmental law needs, and several requests for technical assistance in the development and implementation of national environmental legislation, with the objective to:
- promote the understanding by participants of the concepts, procedures and methodologies in environmental law.
- fulfill an exchange of ideas on the scope and trends of environmental law in the Lusophone countries of Africa.
- To provide a forum for pondering over promotion and coordination of the development of environmental law activities in the Lusophone countries of Africa.
The meeting was attended by Guinea Bissau, Mozambique and Sao Tome and Principe as the other two Lusophone countries in Africa were unable to attend. Representatives from these countries, most of them legal experts in their respective ministries of environment, presented the main environmental law issues faced in their respective countries and discussed them from a comparative perspective. As an outcome of the meeting, the participants laid down, in written form, the way forward to achieving the objectives of their respective countries in the area of environmental law development and implementation. |

Sub-Regional Workshop For Judges
20 – 22 November 2007
Dakar, Senegal UNEP-sponsored a Sub-Regional Workshop for Judges, held In Dakar On 20-22 November 2007, Senegal. The purpose was to develop a common understanding of the concepts and methodologies of environmental law among the judges and magistrates of the Sahel sub-region. After the workshop, the participants made recommendations for continuation of such initiatives. They are now better aware of the role of the judiciary in environmental matters, of the existing opportunities in environmental law, as well as of the constraints they face for shaping environmental jurisprudence in their respective countries and in the sub-region. Several national judiciary training programmes were held, in different regions.

The Eighth Global Training Programme on Environmental Law and Policy

Kenya UNEP holds Global Training Programmes on Environmental Law and Policy (GTP) in Nairobi every two years. These are complemented by regional programmes held in various locations addressing specific regional and sub regional needs.
The latest (eighth) Global Training Programme was held on 5 - 16 November 2007, and was attended by 67 participants mainly from the ministries responsible for the environment and the Permanent Missions to UNEP in Nairobi from both developed, developing countries and countries with economies in transition attended this training program.
The participants represented 62 countries: 16 from Africa, 23 from Asia and the Pacific, 11 from Europe and 12 from Latina America and the Caribbean.
The agenda of the Eighth Programme was designed to cover both international and national environmental law, policy and institutional issues through presentations and discussions, simulation exercises and mock negotiation sessions to achieve this objective. The participants also made presentations on their country experiences in the development and implementation of national environmental laws and institutions as well as on policy and action taken to implement various MEAs. |

Asia Pacific Regional Training Workshop on Environmental Law
29 October – 2 November 2007
Bangkok, Thailand
The meeting was organized by UNEP to support the efforts of Asian and Pacific States to strengthen their capacities to develop and enhance legal frameworks for the implementation of international environmental law. It provided the participants (government officials and other legal stakeholders and experts in the Asia and the Pacific region) with an opportunity – through training and interactive participation - to enhance their capacity and competence in addressing various aspects of the development and implementation of international environmental law, in particular, national implementation of the Multilateral Environmental Agreements (MEAs).
The following were the main topics addressed at the workshop:
- Emerging environmental challenges and international environmental law;
- Negotiating international environmental law;
- National implementation of international environmental law/multilateral environmental agreements, including:
- Legislation and institutions for the implementation of international environmental law/multilateral environmental agreements;
- Mechanisms and measures on compliance and enforcement;
- Thematic Topic 1: Climate Change law and policy;
- Thematic Topic 2: Chemicals law and multilateral environmental agreements;
- Thematic Topic 3: Biodiversity cluster multilateral environmental agreements.

African Regional Workshop on Chemicals and Wastes Law and Conventions
24 – 26 September
Nairobi, Kenya
The workshop was organized by UNEP in close cooperation with the Secretariats of the Basel, Rotterdam and Stockholm Conventions and SAICM. The main agenda for the meeting was to try and see the requirements for national legislation and regulatory frameworks for the implementation of the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal, the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade and the Stockholm Convention on Persistent Organic Pollutants. |

List of lecturers included more than 20 Latin American and Spanish Professors with recognized expertise and background in environmental law field. Sub-regional Meeting of Permanent Secretaries on Development and Harmonization of Environmental Laws on Selected Topics (SADC)

This meeting was a follow-up of an earlier sub-regional meeting on the develoment and harmonization of national environmental laws in the areas of biosafelty, environmental impact assessment and wastes/chemicals management, held in Gaborone, Botswana 25 - 28 April 2006. The objective of the meeting, therefore, was to review and make appropriate recommendations on the draft proposals and recommendations that arose from the Gaborone meeting and also agree on the way forward in as far as development and harmonization of environmental laws in the four countries are concerned.
