Course on International Environmental Law-making and Diplomacy
Fifth annual course
29th June to 11th July 2008 at the University of KwaZulu-Natal, Pietermaritzburg campus, South Africa
The University of Joensuu, Finland, and the United Nations Environment Programme (UNEP) are organizing a high profile two-week course on international environmental law-making and diplomacy in collaboration with the University of KwaZulu-Natal, in Pietermaritzburg, South Africa. The Course is designed to transfer past experience in the field of international environmental law to the future negotiators of environmental agreements. In addition, the Course aims to provide a forum to foster North-South co-operation and to take stock of recent developments in negotiations as well as in implementation of multilateral environmental agreements and diplomatic practices in the area.
This is the fifth year in which the course will run and – as in previous years – the lecturers will be given by experienced hands-on diplomats, government officials and members of academia. This year, the course will include, among others, lecturers from the following institutions:
- Climate Change Secretariat
- Diplomatic Academy, Vienna
- Government of Finland
- Government of South Africa
- UNEP
- University of Vienna
- University of Joensuu
- University of KwaZulu-Natal, South Africa
The Programme will cover the following modules:
1. Global and Regional Environmental Issues
2. International Environmental Law and Policy
3. International Environmental Law-making
4. International Environmental Diplomacy
5. Special Theme: Oceans
In these modules, a broad range of subjects will be
discussed. The course is based on interactive methods.
The Course is intended for experienced government officials engaged in international environmental
negotiations. In addition, other stakeholders, such as representatives of non-governmental organizations and the private sector, may apply to the course. Researchers and academics in the field of international environmental law are also eligible. As the course's thematic focus is on oceans, candidates with experience in this field are also encouraged to apply. Approximately 35 participants, with an equal distribution from the North and South, will be admitted to the Course. As a matter of principle, the Course will try to maintain a gender balance. Participants having successfully completed this course will be awarded a Diploma.
An application form and a draft Programme can be found on the Course website. The application deadline is 31 March 2008. Participants are expected to pay their travel and other expenses and a tuition fee of 700 euro. Candidates from developing countries and from countries with economies in transition can apply for a full or partial fellowship.
