Vehicle Fuel Efficiency Programme Launched in Mauritius

The Ministry of Environment and Sustainable Development of Mauritius coordinated a national workshop on 22 and 23 July, 2013 to launch the Global Fuel Efficiency project. The workshop was opened by the Minister of Environment and Sustainable Development, the Hon Devanand Virahsawmy. The Permanent Secretary, Mr. Jhugroo, and the Director of Environment Mrs. Lan Ng also attended the launch. Mr. Stuart Rayner of NAAMSA, South Africa shared their experience on the CO2 tax that was introduced in March 2011. He informed the meeting that the country was already seeing a 1% CO2 reduction per year since the tax, but this needs to be complemented with cleaner fuels. Ms. Jane Akumu of UNEP gave an overview of the objectives of the vehicle fuel efficiency project.

Participants were informed that sulphur dioxide measurements in Port Louis, Mauritius had reduced six-fold since the reduction in sulphur levels in fuels. Participants were informed that estimates from 2010 data places transport as responsible for 25% of CO2 emissions in Mauritius. With the rapid growth in the vehicle fleet – almost doubling from 2002 to 2012, there is need for measures to curb emission of both CO and non CO2 emissions from the transport sector. In addition, congestion is estimated to cost 1.3% of GDP.

This project will assist Mauritius to establish its average vehicle fuel efficiency over a period of time and determine the impacts of the various government policy interventions, including the feebate system to promote import of more fuel efficiency vehicles.
