Mohammad Ilyas is an Information and Communication Technology (ICT) expert by training. He has Bachelor degree (Hons.) in computer science from the School of Informatics and Computer Science in Jakarta, Indonesia; Master degree (Hons.) in MIS and PhD candidate from Newport University, California, USA.
Ilyas has 25+ years of experience providing consulting and information services to government agencies, large domestic and multinational corporations, and various development projects funded by Global Environment Facility (GEF), United States Agency for International Development (USAID), United States Trade Development Agency (USTDA), Australia Agency for International Development (AusAID), Japan International Cooperation Agency (JICA), and international donors - the World Bank (IBRD and IDA) and Asian Development Bank (ADB). He has worked in Australia, Belgium, China, Hong Kong, Indonesia, Malaysia, Philippines, Singapore, Switzerland, Thailand, Timor-Leste, and USA.
During BCH Phase I, Ilyas was IT Regional Advisor for Asia and involved in national, regional and global workshop and training activities. He was also involved in several BCH capacity building activities in Indonesia, Iran, and Thailand.
Ilyas is member of the IEEE Computer Society since 1991. In 1997 he was awarded a membership of and, therefore, was entered into the book of US-based "International Who's Who Professionals".. |

Nidal is currently working as a Senior Manager Business Support for Wataniya Palestine
Telecom, a startup company for mobile communication in Palestine. In this position he is responsible for managing and implementation of the Business Systems (Billing,
IN, CRM, WEB portal, Fraud, Dash Board and data warehousing) and it’s integrated
other supports systems.
Nidal holds a Bachelor of Computer Information Systems and minor in business management,
Master in Scientific Computing (Applied Computer Science &Engineering).
Nidal has over nine years of experience in the Information & Communications
Technology Field: IT Management, Billing Operations, Collections, Tariff & Pricing
, Interconnect reconciliation, Roaming management &Operation (TADIG, Tariffing,
Agreements), Databases, Systems integration, Projects Management and Budgeting ,
Systems Analysis,
System Administration, Call Center Operation, Fraud Management
, Data Entry Management .
In the role as head of IT (Information Technology) in the Palestine Central Election
Commission Nidal established and operated the Palestine Elections Data Entry centre(largest
in Palestine)including network design, applications development, and delivering
the final tabulation of election results.
He provided technical direction for the election commission to determine the role
of technology in all election operations, primarily
to provide a strategic picture
of the future with a focus on handing over a sustainable up to date IT technology
and service available to the electoral authority, with staff of 18-350 employees.
Nidal gained his experience in telecommunication as head of the billing unit for
Jawwal Communications in Palestine managing a staff of 6.
His normal duties included database administration, software supervision, business
packages setup, the design and analysis of billing statistical reports. In addition
he was also responsible for coordinating, planning and implementation of strategic
plans for JAWWAL’s pricing and promotions and being the intermediary with billing
vendors including set up and testing of new releases, ensuring the smooth running
of applications, and to fix system bugs .
He also has a considerable
experience in hardware and software support, including
LAN ,WAN (Design & Installation) ,IBM Risc 6000 running IBM Aix 4.2, Windows
NT 4.x ,widows 2000/2003 server, ISA, MS Exchange ,Informix SQL, Oracle SQL, MS

Nidal other interest includes Technical contact for working with CMG Company, billing
system vendor. Member of the Inter-connect committee responsible for reconciling
strategies between JAWWAL and other operators. Member of Jawwal delegation to BARG
international conference 2000 and 2001. Member of Fraud system selection committee
in Jawwal .Member of the billing evaluation committee, Main tasks include the study
of billing proposals in addition to writing Statement of Requirement and Processes
for JAWWAL with Chorleywood Consulting supervision. Member of official Palestinian
delegation to South Africa for Sharing IT and election experience Nov 2005 .Part
of Palestinian team who perform and monitor presidential election 2005 and PLC election

Dr. Ruel V. Maningas is currently the Dean of Graduate School and Professional Services of the Colegio de San Juan de Letran-Calamba in the Philippines. Concurrently, he holds the position of Joint Secretary of the Asia-Pacific Association of Educators in Agriculture and Environment (APEAEN) Inc. He earned his Bachelor of Arts in Economics Degree in 1987 from Colegio de San Juan de Letran Calamba and Master of Management major in Development Management and Doctor of Philosophy in Extension Education with cognate in Computer Science degrees in 1995 and 2003, respectively, from University of the Philippines at Los Baños.
Dr. Maningas is a professional lecturer and capability building specialist in the fields of knowledge management, R & D management, instructional materials development, strategic management, strategic information and communication technology management, information systems planning and development, information technology and business organization, information economics and management economics. He is currently affiliated as part-time Professor at De La Salle University-Manila and University of Asia and the Pacific Pasig City, and an on-call consultant (as BCH Regional Advisor for Asia) of the United Nations Environment Programme (UNEP). He has more than 20 years experience in government and private sectors, drafting and preparing project proposals, information systems and management plan (strategic and operational plan, human resource development plan, capacity building plan, etc) for various R & D institutions and state colleges and universities in the Philippines.
Dr. Maningas has been invited to serve as resource person/trainor, discussant and participant to meetings, trainings, seminars and conferences related to ICT, information management, knowledge management, gender and development, strategic management, program development and other fields of interest both in the Philippines and abroad. He had prepared and/or presented technical papers related to R & D management, project development and management, ICT management, best practices for ICT use in agriculture, rural development and extension and capacity building for agriculture, environment and natural resources R & D and technology management during meeting/conferences in the Philippines and in the international arena such as Asian Federation of IT in Agriculture Conference (Japan and South Korea) Asia-Pacific Association of Agricultural Research Institution (Thailand), Global Forum on Agricultural Research (Dresden, Germany), Asia-Pacific Association of Educators in Agriculture and Environment (Philippines and Japan) and World Congress on Computers in Agriculture (Canada)
He has provided technical assistance on ICT and training and capacity building activities to countries such as Japan, South Korea, Australia. Lao Peoples Democratic Republic, Bhutan, Tonga, Jordan, Sri Lanka, Maldives, Mongolia, Thailand, China, Iran, Egypt, and Germany.

Edmund Revilla is an international IT consultant and a Regional Advisor for the BCH. His areas of expertise include: ICT support outsourcing, system analysis/design, system solutions, programming, teaching and training for stand-alone or interoperable web-based databases, LAN-based and WAN-based systems and personal desktop applications. His experience spans eighteen (18) years with most of the last five years focused on international work in: Cambodia, Indonesia, Japan, Kiribati, Laos, Malaysia, Nepal, Philippines, Saudi Arabia, Singapore, Thailand, Turkmenistan, United States and Vietnam. He leads software development projects, website development and web programming projects, create/analyze/design projects, establish and maintain LANs, WANs and internet connectivity, create documentations and transfer knowledge through training and coaching.
He finished several Ph.D. courses in Computer Science at the University of the Philippines Los Baños (UPLB). He is currently a self-employed software development contractor for several private and government organizations; and a business owner of an ICT support company. He was a former assistant professor and trainor for UPLB, De La Salle University Manila and Asia Pacific College; a former database administrator and trainer for an EU-funded project called ASEAN Regional Centre for Biodiversity Conservation (ARCBC); a former IT team leader for private IT companies in the Philippines; and a former administrator and finance manager for Victory Christian Fellowship Los Baños
