MSc. Eng. Catalina Fellegi is an international Information & Technology consultant. Has a Master degree in Strategic Planning and Management. Her expertise includes Consultancy service and co-ordination of IT project implanting a multi-platform & multi-language ERP (Enterprise Resource Planning) system, in Uruguay and in foreign countries such as: Italy, Guatemala, Venezuela, Peru, Chile, Paraguay and Argentina.
As an UNEP/GEF Regional Advisor, has delivered Capacity Building for Effective Participation in the BCH workshops in 9 countries: Dominican Republic, Ecuador, El Salvador, Panamá, Paraguay, Peru, Uruguay and Venezuela.
She has great experience, more than 20 years in software industry, 3 years in government administration, and 17 years in private administration developing activities like Software analysis, design, construction and project management.
Catalina has been a Professor at the Catholic University in Montevideo (Uruguay) at the Computer Science Department for more than 18 years, teaching several computer science courses, like Software engineer I & III, System analysis, and Project development. And has also developed and conducted workshop in several Universities in: Paraguay, Venezuela, Colombia, Mexico, Guatemala, Brazil and Uruguay.
She is an ISO Auditor, and led the process of ISO certification in the System Department at the Catholic University.

Catalina ha sido profesor en la Universidad Católica en Montevideo (Uruguay), en el Departamento de ciencias de la Computación por más de 18 años, dictando varios cursos de informática como, Ingeniería de Software I y III, Análisis de sistemas, y Proyecto. También, ha desarrollado y llevado a cabo seminarios en varias Universidades en: Paraguay, Venezuela, Colombia, México, Guatemala, Brasil y Uruguay.
Ella es una auditora ISO y lideró el proceso de certificación ISO en el Departamento de Sistemas de la Universidad Católica.

Eng. Pilar Galindo is a Data systematization technician, Computer and systems engineer
and Software Engineering Specialist, witch expertise includes Consultancy service
and co-ordination of IT projects, she has great leadership and project developing
skills involving Web environments and experience in training processes developing
Web sites. She has excellent work group skills and a great experience, in software
developing activities like Software analysis, web design, construction and project
management.
Pilar for more than 7 years in Colombia, has been in charge of the design, implementation
and maintenance of Web services oriented to the fomentation of contact and interchange
of data and information between biodiversity researchers. Currently serves as Webmaster
of the Colombia BCH in the Alexander von Humboldt Institute witch is the National
Focal Point. Her activities are related with coordinating, design, implement and
maintain the BCH Web site and interoperability applications. In charge to design
PostgreSQL data base access under Linux platform, JBoss Web Server and Java programming
language.

Fernando Machado is a professor and consultant in Information Technology and Software
Engineering.
Since 1996 he has a Computer Science Engineering degree, by Universidad Católica
in Montevideo, Uruguay. Fernando is actually a PhD candidate at Universidad de Alcalá
de Henares in Madrid, Spain.
He is a part time Associate Professor in the Universidad Católica del Uruguay, where
he teaches Software Engineering and Object-Oriented Programming. He also leads the
Software Engineering Working Group of this University. His research interest areas
are process improvement and best practices implementation, software engineering
economics, and software measurement. He has published many research papers in these
topics.
Fernando is co-founder and director of Software Quality Builders, a company providing
consultancy services for best practices implementation and for architecture, design
and construction of software applications.Since 2005 he has advised many local software
companies and international companies like Bull or Microsoft.
Previously, from 1995 to 2005, he worked as software architect and developer for
one the most important Latin American independent software vendors, building enterprise
resource planning application software packages for M&SB.
Fernando is member of the IEEE Computer Society and of the ACM since 1996.
