The aim of this toolkit is to provide a practical "how-to" guide for countries to
assist them in developing and implementing their National Biosafety Frameworks.
The UNEP-GEF Project on Development of National Biosafety Frameworks aims to enable
countries to make technical, political and decisions on the safe transfer, handling
and use of Living Modified Organisms (LMOs), and to meet the requirements of the
Cartagena Protocol.
