The Guidance on Development of Legislation, Administrative Infrastructures and Recovery of Administrative Costs (LIRA-guidance) aims at providing practical, step-by-step support to policy makers for strengthening national legislation and institutional set-ups for achieving sound management of chemicals including proposals for measures for financing necessary administration activities in this regard.
Comprehensive chemicals management frameworks include measures for managing chemicals at every step of their life-cycle. However, tackling gaps and inconsistencies in the whole chemicals management legal framework at the same time would certainly prove very demanding, especially in the context of scarce capacity and resources characterizing most developing countries. The current focus is therefore on managing the introduction of chemicals into the market. The establishment of such infrastructures provides a cost-effective enabling framework for life-cycle chemicals management.
By facilitating the development of coherent chemicals management frameworks at the national level, the LIRA Guidance, published in 2014, also contributes to the joint implementation of the Basel, Rotterdam and Stockholm Conventions in line with the synergies process.
