The ongoing UN reform processes strive to help UNEP to “be upgraded and given real authority as the environment policy pillar of the United Nations system” (Delivering as One report to the Secretary General, 20 November 2006) and to set the agenda on the international environmental priorities.
Towards this end, the Executive Director of UNEP is committed to enhancing strategically UNEP’s collaboration with major groups and civil society through a greater commitment and a more systematic approach to partnerships and strategic dialogues with non-governmental organizations as well as the labour movement, the business community, etc...
Improvements in the engagement of major groups in UNEP’ work and in the interaction between major groups and governments have been made over the years, including through the active participation of representatives from major groups organizations in the ministerial roundtables at the last UNEP Governing Council / Global Ministerial Environment Forum. Other initiatives to further involve major groups in UNEP’s work include the UNEP’s Global Women’s Assembly on Environment (2004) and the Trade Union Assembly on Labour and the Environment (2006). However, there remain challenges in enhancing our collaboration with major groups, through a more continuous engagement and a more targeted approach to participation, related to expertise, major groups, geographical and gender balance, in line with the future UNEP medium term plan 2010-2013.
In particular, the Governing Council Decision SSVII.5, adopted in 2002, endorsed the Global Civil Society Forum and requested that the “Executive Director continue the current practice of convening a civil society forum that is regionally balanced and representative in conjunction with the meetings of the Governing Council/Global Ministerial Environment Forum in close consultation with civil society.”
To put this into practice, the UNEP Secretariat drafted Guidelines for Improving the Global Civil Society Forum Cycle, which was subjected to a peer review and an open electronic consultation with the major groups from June 2007 to February 2008. It was further presented during the Regional Consultation Meetings where it was discussed and recommendations made. A final draft was then presented at the Ninth GCSF in Monaco in February 2008 and approved by the Forum. The guidelines were approved by the Executive Director of UNEP and are now fully operational.
