UNEP's DIRECT ACCESS SUPPORT PROGRAMME

Feedback and Insights on Direct Access

Countries that have received accreditation for direct access, as well as those who are in the process of seeking accreditation, point to the following benefits and opportunities:

  • Coordination across sector-Ministries on institutional arrangements for climate finance: - Countries that have embarked on the process to get accreditation for direct access under the Adaptation Fund report that a first step is to initiate dialogue across sector-Ministries. Such coordination will help to ensure the effective management of climate finance. Countries where UNEP is working have asked for the NIE assessment tools to be shared across government departments.
  • Strengthen national-level expertise and capacity: - The Adaptation Fund requires countries to have strong fiduciary systems and processes in place. Countries that have assessed their capacities in this area have initiated reforms and put in place capacity building programmes to strengthen their fiduciary capacities.
  • Preparing for direct access under the Green Climate Fund: - Countries that have received accreditation under the AF state that this will prepare them for direct access under the Green Climate Fund.
