The Environmental Law and Economics Institute (IDEA-Instituto de Derecho y Economia Ambiental) is a Paraguayan non-governmental, non-profit organization whose mission is to promote sustainable development through law and economics for the benefit of public interest.
Since its foundation in 1996, IDEA has been working in the field of environmental law and politics. IDEA is today a renowned institution in the field and the only one dedicated to the investigation and promotion of environmental law and economics in Paraguay.

Strategy
The Instituto de Derecho y Economia Ambiental (IDEA) formed an alliance with First Climate, which is a company dedicated to developing projects and originating carbon credits through a global network. First Climate focuses on carbon credit commercialization via intelligent products to climate neutral clients and mid-sized companies. As part of this alliance, IDEA decided to become carbon neutral. IDEA calculated its emissions for 2007, including its energy consumption, paper use and corporate travel. Once this amount was obtained, First Climate provided IDEA with the value per ton to be compensated as well as options of projects on which to invest. IDEA chose to invest on a project dedicated to the substitution of firewood by Rice Huck in Brazil. IDEA hopes to repeat this process to compensate for its carbon emissions for 2008 as well as for future years. As part of an MOU that IDEA signed with First Climate, IDEA calculated its emissions for 2007 and became carbon neutral by compensating for these emissions by investing in the project "Substitution of Native Firewood by Rise Husk" in Brazil.
IDEA prints most of its publications in recycled paper and has led capacity-building initiatives with its staff in relation to energy consumption. IDEA hopes to continue to compensate for its 2008 emissions as well as for the years
