About

Rizhao means “the city is the first to get the sunshine”. Located at East Longitude 119°46′ and North Latitude 35°42′, in the middle part of China’s coastal area on the southern tip of Shandong Peninsula, Rizhao is a rising port city with a total area of 5,310 square kilometers and a total population of 2.8 million.

With a coastline of 100 kilometers and a golden beach of 64 kilometers, the city boasts beautiful scenery characterized by blue sky, blue sea and beautiful coastline. Fine sand on the flat beach, clean
sea water and pleasant waves make Rizhao an ideal place for summer holidays.

Strategy

1. Develop eco-industry to reduce pollution and emissions

Launch campaigns on industrial energy conservation and consumption reduction to reduce carbon emission

Resource-conserving industries are the focus of development in Rizhao and a range of enterprises with high energy consumption and heavy pollution are being eliminated or shut down, such as the small-sized steel works, small power plants, and cement and paper producing factories.

Leading industries are being transformed or upgraded through the application of new and sophisticated technology and modern practical technologies for energy conservation, water saving, clean production and the comprehensive utilization of resources. Remarkable results are being achieved in recovery of the residual heat, blast furnace gas power generation, energy cascade use, and more.

Expand the utilization of industrial wastewater by developing clean energy

Joint research is being carried out by the environmental protection departments and enterprises to find new ways of converting wastewater into energy. The marsh gas produced during wastewater treatment is used for power generation. Wastewater is converted into resources and marsh gas into energy, thus achieving favorable environmental benefits.

Practical example

Luxin Jinhe Biochemical Co. Ltd. uses potato starch as raw materials to produce citric acid. Large amounts of wastewater and solid wastes are produced during the production. In order to make full use of the marsh gas generated during the anaerobic treatment of wastewater, the company is investing 8.1 million yuan and installing five sets of marsh gas power generator units of 500 kilowatt with a daily power generation capacity of 48,000 kWh. Wastewater is converted into energy, generating an additional 8,000,000 RMB yuan every year.

The tail gas of marsh gas power generation contains large amounts of heat which is used by the company to dry mycelia and produce steam. Five waste heat boilers were built, producing 25 tons of steam every day. Compared with other companies in the same industry, the water consumption in product unit cost has been reduced by 50 per cent, power consumption by 20 per cent, steam consumption by 52 per cent and food consumption by 5 per cent. In 2006, the company was named Environmentally Friendly Enterprise by the State Environmental Protection Administration of China.

Rizhao Municipal Government is introducing this company’s experience in the city’s industry. Currently, six companies have built wastewater energy conversion projects which can generate 230,000 cubic meters of marsh gas through wastewater fermentation every day. 32 sets of marsh gas generator units have been installed with a total capacity of 13,500 kWh and an annual power generation capacity of over 90 million kWh. These generators can substitute 36,000 tons of coal equivalent and reduce the emission of SO2 by 320 tons and CO2 by 81,400 tons.

Establish eco-industrial parks to realize material and energy recycling among enterprises

In accordance with the requirements of circular economy, Rizhao Economic Development Zone has established the Ecological Enterprises Association (also known as the Waste Minimization Club) to strengthen coordination and cooperation among industries and enterprises and raise the level of resources recycling. Several eco-industrial chains have been formed and the recycling of resources is being achieved.

In 2005, the Rizhao Development Zone passed the audit of ISO14001 Environmental Management System Regional Certification and was listed as an EMCP project (EU-China Environmental Management Cooperation Programme), which brought our environmental management in line with international practice.

In 2006, the Zone was approved by the State Environmental Protection Administration of China as a National Pilot Unit for Building Eco-industrial Demonstration Park.

2. Promote new energy development in rural areas to build a new ecological countryside

In recent years, by closely focusing on improving rural ecological environment and increasing farmers’ income, we have implemented the Environmental Action Plan for Rural Prosperity in an all-round way and initiated pilot projects to build 16 ecological demonstration towns and 31 ecological demonstration villages.

Governments at all levels have prohibited the burning of straw and are guiding farmers to undertake comprehensive utilization of straw such as returning straw to the field directly, producing decorative panels and converting straw into feedstuff to develop animal husbandry. The rate of straw utilization has increased from less than 40 per cent before 2000 to over 85 per cent now, hence significantly reducing the emission of greenhouse gas caused by straw burning.

The “Four-in-one” Eco-agricultural Model is actively being promoted in the rural areas by rebuilding the kitchen and toilet, improving drinking water accessibility, utilizing solar energy and developing planting and breeding. Efforts to develop renewable energy are being intensified and the number of households using marsh gas in the rural areas has reached 15,000. 4.5 million cubic meters of marsh gas is produced every year, substituting 3,100 tons of coal equivalent.

Solar energy technology is being applied in rural residents’ daily lives as well as in agricultural production. Currently, solar cookers are used by over 6000 households in Rizhao and the area of farmland covered by degradable plastic films reached 466.67 million square meters. 60,000 winter-heated greenhouses have been built, accounting for a solar energy collecting area of 38.66 million square meters.

In order to effectively improve the production conditions of farmers in mountainous areas, under the financial support of the local government, wind-driven water pumping facilities are constructed by using wind power generators to elevate water from the foot of the mountain to the slope. This reduces the consumption of diesel, lowers the production cost of the farmers, increases farmers’ income and at the same time reduces the emission of greenhouse gas.

3. Develop clean energy such as solar energy to build a clean society

Rizhao’s Municipal Government has formulated the Regulations on Implementing Solar Energy and Construction Integration to standardize the design, installation and acceptance of building with solar water heater systems. The Regulations make it clear that solar energy facilities must be designed, constructed, examined and accepted during the construction of new buildings. This solves the technical and policy problems of installing and popularizing solar energy facilities and pushes the popularization and utilization of solar energy into a virtuous cycle.

At present, 99 per cent of the buildings in urban areas and more than 30 per cent of houses in rural areas have installed solar water heaters. With a solar collecting area of 560,000 square meters, 348 million kWh of electricity can be saved each year.

Practical example

In Kouguan Solar Energy Primary School, in Wulian County, a total of 150 classrooms are installed with wall-hanged solar collectors. This solves the heating problem in winter, provides hot water in other seasons and also enhances the students’ awareness of environmental protection and resource conservation.

As a kind of green energy, solar energy has been widely used in urban lighting facilities. Currently, solar energy lighting and signal facilities are set up at most of the traffic intersections in the city; garden lamps, lawn lamps and sign boards totaling 60 KW have been installed.

4. Advocate green lifestyles to build a conservation-oriented society

Campaigns to establish green schools, green communities, green hotels and conservation-oriented government institutions have been launched to cultivate the green consumption ideas of the public. The government is purchasing resource-conserving and environment-friendly products, cutting down on the use of paper, electricity and water, controlling the temperature of air-conditioners at above 26 degrees in summer and below 18 degrees in winter, and promoting the purchase of cars with small displacement, among other measures.

In September 2007, the Municipal Government launched the campaign of “Urban Public Transportation Month”, encouraging people to take buses rather than drive private cars so as to reduce energy consumption.

 Achievements:

    * Thanks to the development of a circular economy, the building of an eco-city and the promotion of energy conservation and emission reduction, the total volume of pollutants discharge in Rizhao City is declining even though the process of industrialization and urbanization is accelerating.
    * Compared with the year 2000, energy consumption and water consumption per 10,000RMB yuan GDP has decreased by 31 per cent and 66 per cent respectively and the emission intensity of major pollutants such as COD, SO2 and soot decreased by 48 per cent, 37 per cent and 53 per cent per cent respectively in 2006.
    * It is estimated that through the utilization of solar energy, marsh gas and other clean energy, Rizhao City can save 3.8 billion kWh of electricity each year. This can substitute 1.44 million tons of coal equivalent and reduce the emission of CO2 by 3.25 million tons, SO2 by 21,300 tons and dust by 20,000 tons. We are proud to say that Rizhao has made a certain contribution to the worldwide reduction of greenhouse gas emissions.
