| The UNEP Dams and Development Project
was established under a general agreement that it should have attributes
of balance, objectivity, transparency, accountability and multi-stakeholder
representation, main characteristics of the World Commission on Dams. The overall implementation
structure of the project depicted below retained the main governance elements
established in Phase 1 and included in addition the Governmental Advisory Consultative
Group. The Group was founded with the aim of strengthening the involvement of governments in Phase
