ICOLD’s Final Position on the WCD Report

16 February 2001

" I, as ICOLD President, taking into account the views expressed by our ICOLD National Committees as published (NCCR available on the ICOLD's web site) confirm the conclusion of the ICOLD's position dated 30 Nov 2000 on the WCD report and summarize them as ICOLD's final position :

1) ICOLD is satisfied with the statement of ICOLD environmental position and some WCD's recommendations.

2) WCD's report is unbalanced and contains insufficient commentary on dam benefits such that anti development groups are now calling for a moratorium on project development. This view is potentially disastrous for developing countries.

3) The procedures suggested by WCD for project evaluation are too cumbersome and serve as a huge deterrent to investment. They need to be streamlined without sacrificing intent.

4) ICOLD is prepared to cooperate to help ensure that appropriate guidelines are offered and to help ensure that projects that are clearly needed are developed expeditiously and consistent with each country's laws and customs".
