Development of Environmental Indicators for the Implementation of a Cluster of Biodiversity-Related MEAs
UNEP, in collaboration with the International Network for Environmental Compliance and Enforcement (INECE), has developed and pilot tested indicators for compliance with and enforcement for a biodiversity-related cluster of MEAs, including the Ramsar Convention on Wetlands, the Convention on Biological Diversity (CBD), the Convention of Migratory Species (CMS), the Convention on International Trade in Endangered Species of Wilde Fauna and Flaura (CITES) and the Lusaka Agreement on Illegal Trade in Wild Fauna and Flora. The objective of this project is to measure the effectiveness of national implementation of MEAs though the identification, design and use of environmental compliance and enforcement indicators.
The project consists of two parts: research and in-country activities. After identifying existing sets of inputs and outputs indicators that are relevant to the project, experts work with local stakeholders to adapt the indicators to each country. Through a multi-stakeholder consultative process, the project team works with in-country experts on the indicators and generate reports that consist of recommendations and findings. Through the project, indicators have been developed and tested in four selected countries, namely, Brazil, Costa Rica, Kenya, and South Africa.
