The Ozone MEAs – and particularly the Montreal Protocol and its Multilateral Fund – have emphasised the capacity building and technical and financial assistance as essential to their successful implementation. These include a wide range of approaches, including networking to facilitate information exchange and institutional support to financial and technical assistance. Some of these are summarized below. Innovative Financing
“Mainstreaming Developing Countries: Innovative Assistance to Protect the Ozone Layer, the Finish Trust Fund under the Montreal Protocol” describes the Finnish Trust Fund, an innovative mechanism established in 1991 under the Ministry for Foreign Affairs of Finland to assist non-Party developing countries. This Trust Fund provides assistance through Country Specific Studies, training, and networking and information exchange to facilitate and expedite the States joining the Montreal Protocol. This programme is above-and-beyond Finland’s contribution to the Multilateral Fund and is conducted through a cooperative arrangement with UNEP DTIE’s OzonAction Programme. Technology Transfer
The Multilateral Fund has emphasised technology transfer through a variety of projects. “Louder Lessons in Technology Transfer: Lessons Learned and Case Studies” (2000) summarizes some of the lessons learned from successful projects in the Asia and Pacific region. It illustrates some of the experiences gained from transferring non-ODS technology. These lessons learned may also provide guidance for the technology transfer under other MEAs. Concessional Lending
In 2002, the OzonAction Programme of UNEP/DTIE convened an international workshop to exchange views on the objectives and modalities of concessional lending under the Montreal Protocol and to review the experiences in innovative financing related to the implementation of the Protocol.
