In the Republic of Congo (Brazzaville), MEA Focal Points are located in different Ministries. These include the Ministries of Forests, Environment, and Agriculture, among other Ministries. Where a specific focal point is located depends on the particular MEA and the competence of the respective Ministries.
In 1982, the Government established a High Environment Council as the key consultative and deliberative body. It is supported by thematic groups which deal with technical aspects. It should coordinate all activities needing decisions. Unfortunately, it has held only one session (in 1985). Since the Council is composed of Ministers, it is challenging to schedule regular sessions.
Accordingly, a National Committee on Sustainable Development has been proposed; the enabling legislation has been submitted to the Government Secretariat for approval. It would be composed of representatives of Ministries, NGOs, unions, etc., and it would play a coordinating role.
Despite these challenges, the Government has established specific committees for many MEAs. These committees bring together the relevant Government agencies and allow for coordination on the particular MEA. In general, committees have been established for those MEAs which generate implementing projects.
