Scott Barrett, Environment and Statecraft: The Strategy of Environmental Treaty-Making (Oxford University Press 2003), describes ways to craft MEAs so that it is in the best interest of countries to behave differently. Such strategies include developing incentives for countries to become parties to an MEA and to comply with the provisions of the MEA.
