Negotiating Skills Workshops for LDCs and SIDS on Climate Change

In 2003, the Foundation for International Environmental Law and Development (FIELD) and the International Institute for Environment and Development (IIED) held a two-day workshop for climate change negotiators from Least Developed Countries (LDCs). The workshop sought to strengthen the negotiating capacity of LDCs through a series of hands-on briefing and negotiating exercises, as well as information sessions on specific issues on the negotiating agenda of relevance to LDCs. The workshop was held immediately before the Ninth Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC), so the negotiators were already on-site and focusing on the issues.

Immediately following the negotiating skills workshop, and also just prior to the Ninth Conference of the Parties to the UNFCCC, FIELD convened a one-day insurance roundtable for climate change negotiators from 11 Small Island Developing States (SIDS) in the Pacific, Caribbean, and Indian Oceans, as well as local and international insurance and reinsurance companies, multilateral organisations and banks, and research organisations. This roundtable provided negotiators with information on ways to manage increasing risks from the impacts of extreme weather events.

Earlier in 2003, FIELD co-hosted two regional workshops to strengthen the capacity of Pacific Island States to negotiate and implement the UNFCCC and Convention on Biological Diversity, with regional partners Pacific Regional Environment Programme (SPREP) and WWF-South Pacific Programme (WWF-SPP). The First Regional Workshop drew 22 participants from 12 islands and was held in April 2003 in Apia, Samoa; the Second Regional Workshop was held in Nadi, Fiji in November 2003 with 30 participants from 13 Pacific Island States.

Similarly, in 2004, FIELD and its partners organised two training courses for climate change negotiators. This included a three-day regional workshop for negotiators from 14 Pacific Island States, as well as a two-day workshop for 30 negotiators from least developed countries. These two events were held in the weeks before the 10th Conference of the Parties to the Climate Convention.
