Checklist of Considerations in Setting Enforcement Priorities
  • Addressing environmental problems that may be particularly harmful or important to the protection of public health, for example protecting water resources or managing municipal waste.
  • Focusing on enforcement priorities that may render an economic benefit, for example protecting coral reefs or forest for ecotourism.
  • Preserving the integrity of the enforcement programme (i.e. making sure that the administrative and data-gathering aspects of the programme are functioning effectively).
  • Preserving the integrity of enforcement (i.e. maintaining an enforcement presence).
  • Leveraging programme resources by focussing on the smaller subset of facilities where changes can have the greatest impact in improving environmental quality and/or creating deterrence.
  • Be clear that the act of focusing on specific priorities does not absolve order violations. The rule of law requires everyone to comply with the laws.
