The Regional Seas Programme administered by UNEP represents an example of formulated programmes for coordinating compliance and enforcement actions including compliance promotion among States. Cooperation at the regional level, particularly among States that share the same marine and coastal area, through the Regional Seas Programme has been crucial for success in arresting marine degradation.
In the same vein, the Lusaka Agreement has opened up a viable avenue of cooperation among States in the African subcontinent (the Agreement is open for accession by any African State) in compliance and law enforcement actions to curb over exploitation of the continent’s wild fauna and flora through illegal international trade [see case studies following Guidelines 43
and 48
]. Similarly, the SADC Wildlife Procotol, ASEAN Wildlife Enforcement Network (ASEANWEN), the North American Wildlife Enforcement Group (NAWEG), and the EU Enforcement Group provide similar opportunities to coordinate compliance and enforcement actions in their respective regions.
