States can consider the strengthening of institutional frameworks and programmes to facilitate international cooperation and coordination in the following ways:
(a) Designation and establishment of channels of communication

Adequate, effective, and efficient institutional frameworks are vital for the enforcement of national environment laws. Whether activities involving plants, animals, chemicals substances, toxic wastes, are prohibited or controlled on paper (i.e., in the national statute books), the written laws are of limited effect without the institutional and material means necessary to enforce them. This is applicable both to developing and developed countries, and both developed and developing countries can strengthen and improve their frameworks through international cooperation.
