Regional and sub-regional centres and workshops can provide opportunities for sharing information and experiences and for cost-effective and long-term training programmes. Such efforts can target capacity building and strengthening resources that are not currently harnessed efficiently for maximum impacts. By placing more effort on the approach of “training the trainers” at regional and international levels, these efforts can maximize their efficiency at these levels, but also at the national level, as the participants can proceed to train their fellow national environmental officials.

In addition to the workshops below, see the case study on capacity building under the Lusaka Agreement following Guideline 43 and the case study on the Regional Environmental Center for Central and Eastern Europe following Guideline 34(b).
