Director, IDEA and Chair of the IUCN Commission on Environmental Law
Ms. Sheila Abed is the founder and Executive Director of IDEA, an NGO in Asunción, Paraguay. She has a law degree from Universidad Nacional de Asunción, and completed postgraduate courses. She is past General Coordinator of the Regional Alliance for Conservation Policies in Latin America and the Caribbean, and member of “Grupo Zapallar”, South American coalition of NGOs and individuals, based on Trade and Environment. She had also represented Paraguay in the UNFCCC.
Ms. Abed has been member of the Commission on Environment Law since the year 2000. As well, she is a professor in Asuncion Catholic University, and trained diplomatic personnel in negotiations of Multilateral Agreements, between others. Ms. Abed had also participated in the drafting of several bills of law and presidential decrees; and is co-author of six publications.
