Chris Taylor joined the UNEP Division of GEF Coordination in June 2000 where he is currently the Senior Programme Management Officer in charge of coordinating the fund management functions of the Division and for financial reporting. Prior to joining UNEP Chris had extensive experience in the private sector, where he spent several years as financial controller of a group of companies in the clearing, forwarding and transportation sector and as financial controller of the East Africa operations of a commodity trading group.

Chris has also worked at senior manager level for large accounting firms in UK and East Africa where he was involved in auditing, accounting and other professional assignments across a wide variety of businesses and non-profit organisations. Chris is a member of the Institute of Chartered Accountants in England and Wales, a keen sportsman, and includes wildlife and outdoor activities among his chief interests.

Sandeep Bhampra joined the Division of GEF in August 1999 as a Junior Professional Officer in the field of fund management and am now a Fund Management Officer. My work focuses on financial review of GEF projects for approval, financial management and control. In addition, I have been responsible for managing DGEF's project financial data and preparation of financial reports to the GEF (Secretariat and Trustee).  

She holds an MBA-Finance from United States International University (Africa campus) and a Bachelors in Engineering -Instrumentation from University of Pune (India)

KING, Elaine

Elaine King  is the Fund Management Officer responsible for the financial oversight of the Climate Change Mitigation portfolio.  Prior to joining UNEP-DGEF in 2003, she was with the US Fund for UNICEF in New York.  She has been working in the finance, budget and administration field in London, Beijing and New York and now in Nairobi since leaving Malaysia.

Lydia Eibl-kamolleh  joined the UNEP Division of GEF Coordination in April 2002 as Fund Management Officer and holds the financial and administrative oversight over the Biosafety Portfolio. Prior to joining UNEP, Lydia had gained 18 years of post graduate experience, initially working in Germany for one year, getting experience in finance, administration and cost control while working for a firm of consulting engineers, followed by working for 13 years for a German Consulting Firm based in East Africa as Financial Controller, a firm that operates globally in the infrastructure development field. 

The last 5 years prior to joining UNEP she was running a small firm of professionals, specialized in Water Management, Change Management  and Infrastructure solutions using GPS and GIS applications for Developing countries.She holds a Masters Degree In Business Administration, specialised in Financial Control and Operations Research from Augsburg University, Germany

OKUN, Martin

Martin Okun joined DGEF in May 2006 where he is currently Fund Management Officer managing Climate Change, Biodiversity and Land Degradation portfolio. Prior to joining DGEF he worked from Jan. 1990 – June, 1996 with Ministry of Finance of Kenya, Department of Government Investments and Public Enterprises where he was part of a team which started privatisation of  State Corporations in Kenya. From July, 1996  - September,1998  he worked with Auditor General Corporations of Kenya as Senior Auditor. He latter joined UNON, Project Accounts Unit from October 1998 – April, 2002  where he was part of IMIS implementation team. From May 2002 to April 2006 he worked with UNON Division of Conferences Services where he was instrumental in turning the Division from deficit position to Surplus position.
He holds an MBA in Project Management from Kenyatta University, BSC in Statistics and Computer Science from University of Nairobi. He is also a Certified Public Accountant of Kenya.

Paul Vrontamitis  joined DGEF in Jan 2008 as Fund Managment Officer. Currently, his portfolio includes all POPs and Biodiversity Medium and Full-size projects representing approximately 110 projects. Previously, he was FMO for the Division of Communication and Public Information in UNEP, also managing all Professional Officer Trust Funds. Prior to joining UNON/BFMS in August 2005, Paul was an Executive in PricewaterhouseCoopers, Corporate Finance and Strategy focusing on Infrastructure Finance in sub-Saharan Africa, and was project manager for transaction advisory services on the KenGen Initial Public Offering to the Government of Kenya.

Paul has a Bachelor of Arts in Business and Management with honours from Oxford Brookes University, and WMBA diploma from the University of London.


VORLEY, Rodney

Rodney Vorley  joined the UNEP Division of GEF Coordination in January 2008 as a Fund management Officer. His portfolio is mainly centred on the International Waters focal area, but also currently includes the Land Degradation portfolio. Prior to joining UNEP Rodney had extensive experience in the Motor Industry his previous job being as Finance Director for the Zambian subsidiary of a Multi Million Euro French Business Group.

However, although new to the environment field as a career, he has always had a keen interest in wildlife and the environment since being brought up partly in West and Southern Africa, and partly in the Lake District National Park in Great Britain.

Rodney has also worked for large professional accounting firms in London and East Africa, being involved in auditing, accounting and other professional assignments across a wide variety of businesses and non-profit organisations.
Rodney is a member of the Institute of Chartered Accountants in England and Wales, and includes wildlife, photography and history among his chief interests.

KHAWAJA, Shakira

Shakira  Khawaja joined UNEP-DGEF in April 2009 as a Fund Management Officer.Her work has mainly concentrated on the Climate Change portfolio but she is expected to take on Biodiversity and Land Degradation portfolios. Shakira brings 13 years of extensive financial and administrative work experience to the UN.

Prior to the UN she worked as the Head of Finance, Administration, Human Resources and IT at the International Fund for Animal Welfare (IFAW - USA) in the Nairobi office and was earlier at Pricewaterhouse Coopers one of the largest financial organizations in the world, in their Nairobi office for 8 years having worked in Audit, Internal Finance and Corporate Recovery. She is a member of the Association of Chartered Certified Accountants (ACCA – UK); Certified Public Accountants of Kenya (CPA-K) and a prizewinner of the Association of Business Executives (ABE –UK). She is currently pursuing a Masters in Public Administration from the University of York – UK

Ann Njuguna joined UNEP/DGEF in January 2007, and she provides financial support to the international waters and land degradation focal areas. She holds a master of business adminstration degree, a bachelor of commerce degree, and is a certified public accountant. In the near future, Ann hopes to play a part in the formulation and execution of environmentally sustainable and economically empowering policies for her country Kenya.

Caroline Nelima   joined UNEP-DGEF in April 2008 as a Finance Assistant. Her work mainly focuses on the closure of the Development of National Biosafety Framework projects. This includes reviewing project files to determine whether all reports and documentation required for project closure have been received, ensuring that all expenditure reports have been properly recorded, reviewing cash advances disbursed to projects, preparing project document closing revisions and also ensuring that the database system used for Biosafety projects only reflects the project closure data and information amongst other duties.

Prior to that, Caroline worked for Barclays Bank of Kenya as a Customer Advisor.

Caroline has a Bachelor’s degree in Business Administration (Accounting and Finance option). In addition she is a Certified Public Accountant of Kenya CPA (K) and also a Certified Public Secretary (CPS finalist). She is currently pursuing a Masters degree in Business Administration.

Justus joined  UNEP-Division of GEF in  September 2006 as a Finance Assistant under the GEF Focal Points Country Support Programme (CSP). His work focuses on financial  & database management of the CSP Project and other Biosafety Projects. He is the contact person for the GEF Focal Points on the CSP country-level GEF funding and GEF constituency meetings. In addition, he is the contact person with the GEF Secretariat on CSP project financial matters.

Prior to this position, he worked in the private sector having obtained over 10 years wealth of financial management experience in  the Information Technology (IT), Banking and Forex business sectors.  Justus has an Bachelor's degree in Business Administration (BBA) - Accounting from the University of Eastern Africa, Baraton (Kenya), and currently undertaking the professional course Chartered Association of Certified Accountants (ACCA) - UK."

Faith Karuga worked in private sector for 7 years as an Accountant and later a Finance officer, before joining UNEP/DGEF in November 2007; she provides financial support in Climate Change focal area.
She is a certified public accountant (CPA K); currently she is pursuing a bachelor of commerce degree in the University of Nairobi.

Florence Bagui joined UNEP-DGEF as Finance Assistant. Her work focuses on monitoring travel of global Regional Advisors missions (link/control MKI data - the service provider), related invoicing of MKI and reconciles invoices processed since project commencement for projects closure.

Review of Biosafety Clearing House projects' final financial statements and preparation of cash advances for approval, and establish balance payment to be released to National Executing Agencies. In addition, she assists with Regional additional consultant support (UNOPS) and Task Managers to ensure availability of comprehensive database information and data storage in preparation for project closures. Prior to that, Florence worked for UBS in Nairobi and was mainly involved in preparation, training, quality control and monitoring of scripture projects in Africa.

Florence has a MSc. in HRM from Holy Family University (USA), a Bachelor of Sc. in International Business Administration from USIU-A (Kenya), a diploma in Management (Kenya), and Prince2 certificate (United Kingdom).

Ludmila Khorosheva – Finance Assistant – Moscow. Ludmila has joined DGEF as a Financial Assistant in June 2009.  She will assist FMOs in financial monitoring several projects in Russia and CIS. She will also provide administrative support to the projects implemented in Russia.  She has a Master’s in Landscape Geochemistry and Soil Geography and has been working with UNDP for the past 5 years as a Programme Associate and Project Finance Assistant handling several full-sized and medium-sized UNDP/GEF projects. Prior to that, she also worked with IUCN dealing with Arctic Programm and the Ministry of Natural Resources of the Russia, focusing mainly on coordination of international cooperation between Russia and International Environmental organizations like IUCN -–The World Conservation Union, WWF, Wetlands International, Bird Life International

Jenniffer Kamande Joined UNEP/DGEF Biosafety unit as a Finance Assistant in Sept 2010 where I assist the FMO with quality review of financial information of projects under development, internalization of new projects, revision of ongoing and completed projects and projects closure and Assist in monitoring, risk management  and support to projects under implementation.With 6 years Experience in Financial management and Administration in INGO and private sectors.Prior to joining UNEP I worked for Oxfam GB Kenya and Sudan.
