The creation of the "One UN" pilots was recommended in the report of the Secretary-General's High-Level Panel on UN System-wide Coherence –Delivering as One. The Governments of 8 countries (Albania, Cape Verde, Mozambique, Pakistan, Rwanda, Tanzania, Uruguay and Vietnam) volunteered to become “One UN” pilots. During 2007, these 8 countries are piloting different models to deliver as "One", focusing on: "One Programme", "One Budgetary Framework", "One Leader" and "One Office".
The “One UN” pilot initiative will test how the UN family can deliver in a more coordinated way at country level. The objective is to ensure faster and more effective development operations and accelerate progress to achieve the Millennium Development Goals. The One UN pilots will also spur other countries into putting in place the processes and mechanisms to enable the UN to deliver as one.
The One UN process presents UNEP with a unique opportunity to:
- Make UNEP more responsive to country needs which will further help stepping up the implementation of the Bali Strategic Plan;
- Strengthen and mainstream the environment in UN country plans and operations, (including through the UNDAFs) and enable UNEP to work more closely with the Resident Coordinators, the UN country teams and the UNDG;
- Align its country programmes with national priorities reflected in the UNDAFs and implement its activities with the agencies of the UNCT through joint programmes;
- Work more closely with other UN partners, especially UNDP, and to work through the incompatibilities of administrative and other processes and mechanisms;
- Become “One UNEP” and to present more coordinated support to countries and regions through the one channel of its regional offices
UNEP is committed to working with the UN country teams in all eight One UN pilots as they shape their joint programme. UNEP is committed to build on this experience and to become a full partner in the “Delivering as One” initiative, working closely with UN country teams to promote a coherent approach on environmental issues. |
