Counterpart Contribution

Cash or in kind contribution made by a donor to finance a specific activity as set out in a project.

Costed Workplan

Based on the approved biennial programme of work and budget; submitted for approval to the Project Approval Group (PAG) for implementation of internal activities.

Effectiveness

A measure of the merit or worth of an activity, i.e. the extent to which a development intervention has attained, or is expected to attain, its relevant objectives efficiently and in a sustainable way.

Efficiency

A measure of how cost-effectively inputs are converted into outputs and results are achieved.

Evaluation

A process to determine as systematically and objectively as possible the extent to which project/programme needs and results have been or are being achieved, and to analyse the reasons for any discrepancy.

Ex-post evaluation

Evaluation of a project/programme some time after it has been completed.

External evaluation

Evaluation of a project/programme conducted by entities and individuals at arm's length (i.e. at least not reporting to the same manager) from the implementing organization and its partners.
