How to evaluate

All evaluations in UNEP are conducted within the framework of an annual plan prepared by EOU in consultation with UNEP Senior Management and Programme/project Managers.

The size of the total budget of the project has an impact on determining the evaluation type.

  • Projects with budgets between US$250,000 and US$500,000 are subject to terminal evaluations conducted either as desk or in-depth evaluations.

  • Projects with a budget of over US$500,000 are required to have terminal in-depth evaluations.

  • Mid-term evaluations are applicable to projects with long implementation duration, normally between 5- 6 years but don't have budgetary criteria per se. Mid-term evaluations are conducted as in-depth or desk evaluations.

The actual evaluation process consists of several distinct and important phases: planning and budgeting, data collection and analysis, reporting and implementation of recommendations as well as follow-up of implementation of recommendations. Self-evaluations are conducted annually following a standard reporting structure and are, therefore, not part of this process.
UNEP employs a participatory evaluation methodology when conducting in-depth evaluations.
