Evaluations within the United Nations system are designed “to determine as systematically and objectively as possible the relevance, efficiency, effectiveness and impact of the organization’s activities in relation to their objectives.”


The Evaluation Policy presents the United Nations Environment Programme (UNEP) Evaluation policy and the strategy for its implementation. It explains the objectives, roles and functions of evaluation within UNEP, defines the institutional framework within which it operates and outlines the general processes by which it is operationalized.


The 2010-2011 Evaluation Synthesis Report is based on a summary of findings of a Formative Evaluation of UNEP Programme of Work 2010-1011, approaches to evaluation of sub-programmes and medium-term strategies, project performance and lessons learned from UNEP projects evaluated in 2010–2011 and on status of implementation of recommendations contained in the projects 2006–2011 project evaluations.



The Evaluation Office has released a Formative Evaluation of the UNEP Programme of Work for 2010-2011. Formative evaluations are conducted in the early years of program/policy delivery in order to assess the degree to which appropriate programs, processes, and procedures have been put in place to ensure effective and efficient expenditure of resources.
