Roy Watkinson, GEO-5  Author
Roy Watkinson is a UK based consultant having specialized in waste management and environmental protection with over 30 years experience in operational and research management, standards setting, regulatory compliance and enforcement, legislative development and international negotiation. He has applied the principles and practice of the environmentally sound management of hazardous and other wastes through developing technical and regulatory standards nationally, within the EU, the OECD and UNEP. Roy was a UK delegate to the Basel Convention for more than ten years and was elected to be the founder Chairman of the Basel Convention Implementation and Compliance Committee of which he is a current member. He has been UK representative on OECD committees and at the European Union for controlling trans boundary movements of wastes. He has contributed to international conferences, working groups and projects in respect of environmental crime prevention, waste regulation and management and ship dismantling, chairing the Basel Convention"s working groups on this issue and the Joint ILO/IMO/BC working group. Nationally Roy worked on a wide range of waste management issues including odor control at waste derived fuel production plant, landfill control and metal recycling facilities. He developed and managed the production of the UK Department of the Environment Waste Management Paper series. He implemented the Hazardous Waste Regulations for England Wales through setting the Environment Agency regulatory approach and guidance on classification of hazardous waste. Roy was chairman of the National Household Hazardous Waste Forum and currently Chairs the Chartered Institution of Water and Environmental Management Waste Management Panel.
