Niels Ipsen
Niels Ipsen is the Director of the UNEP-DHI Centre for Water and Environment ( hosted by the Danish research and technological service institute DHI Water, Health and Environment. The Centre assists the implementation of UNEPs Water Policy and Strategy focussing on Integrated Water Resources Management (IWRM), water related ecosystem management and adaptation to climate change.

His expertise includes in particular IWRM planning and implementation in developing countries, covering water policy development, legal and institutional reforms, and identification of appropriate management instruments. Since 1994 and until his appointment to the Centre in 2002 he held the position of Chief Biologist at DHI, heading a number of projects aiming at building capacity for IWRM at national and sub-regional level in Africa. During this period he also served as senior advisor to the Chairman of the Global Water Partnership (GWP) Technical Committee contributing to the IWRM concept development reflected in various GWP publications and to the establishment of the first sub-regional GWP partnerships in Africa (Southern Africa, West Africa and Central Africa).

Recently, the UNEP-DHI Centre has been responsible for the UNEP IWRM 2005 Programme supporting 10 sub-regions and 17 individual countries in advancing their IWRM planning processes according to the WSSD IWRM 2005 target on IWRM and water efficiency plans, and it is providing concepts and data for the official UN-Water surveys on worldwide progress on IWRM including the report delivered to the Commission of Sustainable Development at its 16th meeting in 2008.

Niels Ipsen graduated as a biologist in 1984 from the Copenhagen University in the field of environmental management. He is married and has 2 children.
