Clara Nobbe

Clara Nobbe joined UNEP as an Associate Programme Officer in September 2007, working with the Senior Gender Adviser as part of the Strategic Implementation Team, set up by the UNEP Executive Director Achim Steiner, to align UNEPs Programme of Work with present and future challenges and on developing and implementing innovative methodologies to mainstream gender into environmental management. From November 2008 until March 2010 Clara has supported the Principal Policy Adviser to the Executive Director of UNEP in the substantive preparation of UNEPs Governing Council/Global Ministerial Environment Forum and worked closely with him on the implementation of UNEPs Governing Council decision 25/4 on international environmental governance (IEG). In September 2010 Clara joined the IEG Team based in the Division for Environvironmental Law and Conventions where she supported the Consultative Group of Ministers and High-level Representatives on IEG leading to the UNEP Governing Council embarking on a Set of Options for the reform of IEG, which formed the basis of the decision of Heads of States and Governments at the Rio+20 Conference to upgrade and strengthen UNEP. Since Rio+20 Clara worked on the implementation of paragraph 88 of the Future we want, establishing universal membership in the UNEP Governing Council (now 'United Nations Environment Assembly of UNEP') and increasing the UN regular budget contribution to UNEP.

Prior to this assignment, she worked as a consultant for UNEPs Regional Office for Europe on the Caucasus Convention project, where her initiative was instrumental to the first meeting of all six Caucasus countries in November 2007 in Liechtenstein and their signing of a ministerial statement to embark on a collaboration process. From 2002-2004 Clara has worked with the Environmental Industries Commission in London, lobbying on behalf of British environmental technology and knowledge producing companies.

Clara holds a Master of Laws degree from the School of Oriental and African Studies, London and a Diploma in International Relations and Diplomacy from the Diplomatic Academy of Vienna.
