Mr. Bubu Pateh Jallow is currently with UNEP's Energy Branch of the Division of Technology, Industry and Economics as the Project Manager of the CC-DARE (Climate Change and Development – Adapting by Reducing Vulnerability), which is a Joint UNEP/UNDP Programme for Sub-Saharan Africa funded by the Danish Ministry of Foreign Affairs.
On the political aspects of climate change, Mr. Jallow headed the Gambian delegations to all UNFCCC climate change negotiation fora from 2000 to 2006. He served as Focal Point of the United Nations Framework Convention on Climate Change (UNFCCC) in The Gambia from May 2000 to 2006. In 2000 he served as Vice President of the COP 5 Bureau of the UNFCCC. From November 2007 to September 2008 he served as the Focal Point of the Clean Development Mechanism Designated National Authority (CDM/DNA) of the Gambia. He also served as a Member and Chairman of the Least Developed Countries (LDC) Expert Group from March 2002 to March 2003 and was again elected to serve from March 2005 to September 2008. In this capacity, he worked in a Team that was responsible for the supervision and coordination of the development of National Adaptation Programme of Actions (NAPAs) in the Least Developed Countries (LDCs). He has always been called upon and successfully chaired difficult negotiations which include the Special Climate Change Fund, the Least Developed Countries Fund and other issues under the Financial Mechanism of the UNFCCC.
In other regional and international engagements, Bubu served as the Permanent Representative of the World Meteorological Organization (WMO) in The Gambia from May 2000 to 2006. He helped develop the capacity of the Climate Change Teams of Rwandan, Cote d’Ívoire, Liberia, Madagascar, Lesotho, Mozambique, Sierra Leone and The Gambia on development of Greenhouse Gas Inventories, Mitigation assessment, and Vulnerability (Impacts and Adaptation) assessment. He has been a Member of the Pan-African Committee on START (PACOM) from 2002 to 2004 and a Member of the Remote Sensing Society in the United Kingdom. He has participated in over 100 regional and international water and climate related meetings, seminars, workshops, etc around the world.
Before relocating to Paris, Mr. Jallow served under the Government of The Gambia as Meteorological Observer, Weather Forecaster and Head of the Forecasting Unit Head of the Meteorology Division of the Department of Water Resources from 1985 to 200, Director of the Department of Water Resources, Permanent Secretary of the Ministry of Fisheries and Water Resources from March and Permanent Secretary of the Ministry of Forestry and the Environment.
Bubu has a BSc. degree in Meteorology form University of Reading, England, MSc. in Remote Sensing, Image Processing and Applications from University of Dundee, Scotland, and a Postgraduate Diploma in Agrometeorology of Semi-Arid Lands from Israel. Professionally, he is a World Meteorological Organization (WMO) certificated Weather Forecaster with specialization in Aviation Meteorological Forecasting
