Green Economy, as a concept, is being applied within an increasing number of countries and at a growing scale. While mainstreaming this concept within a broader range of policies is critical, it is just as important to review and assess the coherence and effectiveness of existing policies in fostering Inclusive Green Economy transitions.

Within the framework of the EU-funded project Inclusive Green Economy Policy Making for SDGs: from Implementation to Evaluation, UNEP  has developed a policy review methodology to: (a) help countries to enhance, monitor and evaluate existing Green Economy policies, and; (b) to inform the conception, design and implementation of future Green Economy pathways.

The policy review looks at two levels of achievement by analyzing if:

  • the policies are aligned with national and international frameworks; and
  • the outcomes of the policies correspond to the intended objectives.

The Green Economy Policy Review draws upon an issue-driven methodology which focuses on a narrow scope of one or a targeted set of key Green Economy policies, which are to be determined through a stakeholder consultation. The scope of a policy review may vary according to the policies it addresses and depending on the point that these policies have reached within the policy cycle. This will determine the focus of the methodology within the three areas of the review: policy process, policy design, and policy implementation and effectiveness. 

The methodology was pilot-tested in three countries (Hainan Province, China, Mongolia and South Africa) with the aim of developing recommendations and guidelines for Green Economy policy-making.
