Chapter 3: Policy Responses and Directions

Regional and global State of the Environment (SOE) reports traditionally do not systematically document existing policy responses, let alone assess their impact and effectiveness or analyse factors contributing to their success or failure. This trend is changing, however, as national and sectoral SOE reports pay more attention to the policy side of the environmental situation. Improving our ability to produce overviews and assessments of societal responses to current and emerging environment issues is one of the aims of the GEO Report Series.

This chapter takes a first step in forging the link between environment assessment and policymaking by providing a brief overview of some major responses. First, some current changes in approaches to environmental management are briefly analysed. Second, a summary is provided of policy responses in the different regions to the priority environmental concerns described in Chapter 2. And third, a more detailed account of environmental responses in each region is given. Since it is impossible to report on all the environmental policy initiatives implemented at national, regional, and global levels, this chapter mainly draws on examples to illustrate overall trends.
