Bureau of the Intergovernmental Negotiating Committee

The Committee, in accordance with the rules of procedure adopted at its first session, elected the following Bureau: 

  • For Africa: Oumar Diaoure Cissé (Mali) and Abiola Olanipekun (Nigeria);
  • For Asia and the Pacific: Yingxian Xia (China) and Mohammed Kashashneh (Jordan);
  • For Central and Eastern Europe: Katerina Sebkova (Czech Republic) and Vladimir Lenev (Russian Federation);
  • For Latin America and the Caribbean: Gillian Guthrie (Jamaica) and Fernando Lugris (Uruguay);
  • For Western Europe and Others: Nina Cromnier (Sweden) and John Thompson (United States of America).

Fernando Lugris was elected Chair of the committee and Nina Cromnier agreed to serve also as Rapporteur.

 

 

 

 

Bureau meeting 7 to 8 June 2012:

The meeting of the bureau of the intergovernmental negotiating committee on mercury in preparation for its fourth session will be held from 7 to 8 June 2012 in Washington DC. Further information will be provided shortly.

Bureau teleconference 23 March 2012:

The INC Bureau hold a meeting by teleconference on Friday 23 March 2012.

Informal consultations with the Bureau - 31 January to 1 February - and Bureau meeting - 2 February 2012:

The Chair of the committee convened a meeting of the Bureau in Geneva on 2 February 2012 to provide further guidance to the secretariat in preparation for INC4, including the mandated intersessional work, and to discuss any other matter relevant to INC4, such as schedule of meetings, funding for INC4 as well as intersessional work and regional consultations. The Bureau meeting was preceded by informal consultations with the Bureau on 31 January and 1 February 2012, with other delegates who performed coordination and facilitation roles at the third session of the INC in Nairobi, including contact group co-chairs and regional group coordinators. The overall objective of the informal consultations was to initiate the preparations for INC4, based on a review and assessment of the outcomes of INC3 and a discussion on the interesessional work to be conducted.     The informal consultations were not in any way intended as a continuation of the negotiations at INC3.

    To support the discussions, the secretariat had developed four background notes as follows :

      The meeting of the bureau of the intergovernmental negotiating committee on mercury in preparation for its third session, kindly hosted by the Government of Sweden, was held at Gimo Herrgård, Gimo, Sweden, from 10 to 11 October 2011.

      Informal consultations with the Bureau - 28-29 March - and Bureau meeting 30 March 2011:

      The Chair of the committee convened a meeting of the Bureau in Geneva on 30 March 2011 to provide further guidance to the secretariat as it commences preparation of the new draft text requested by the committee and to discuss preparations for the committee's third session.

      The Bureau meeting was preceded by an informal consultation with the Bureau on 28 and 29 March, with other delegates who performed coordination and facilitation roles at the second session of the INC in Chiba, including contact group co-chairs, issue facilitators and regional group coordinators. The informal consultation assisted the Bureau by providing perspectives from the broader group of office holders at the second session with regard to the views expressed by delegations during the discussions, both in plenary, contact groups and informal meetings with the facilitators and the expectations held regarding the options and approaches that should be included in the new draft text to be developed by the secretariat for the next session.

      The informal consultation was not in any way a continuation of the negotiations, and no drafting of text for the next session took place. The informal consultation assisted the Bureau in formulating its advice and guidance to the secretariat regarding the inter-sessional work to be undertaken before the next session.
