Accredited non-governmental organizations (NGOs) are welcome to participate as observers in the sessions of the intergovernmental negotiating committee (INC) to prepare a global legally binding instrument on mercury.

NGOs represent a broad spectrum of interests, and embrace representatives from business and industry, environmental and public health groups, indigenous populations, local governments and municipal authorities, research and academic institutes, labour unions, women, gender and youth groups.

NGOs may be accredited either with UNEP Governing Council, with the Economic and Social Council (ECOSOC) or directly with the intergovernmental negotiating committee.
