UNEP Chemicals Branch has been working on guidance on legal and institutional infrastructure and economic instruments under its SMC mainstreaming activities since March 2009.

The UNEP-KemI Project on “Development of Legal and Institutional Infrastructures for the Sound Management of Chemicals in Developing Countries and Countries with Economies in Transition”, jointly developed by UNEP and the Swedish Chemicals Agency (KEMI),aimed at assessing the situation with regard to national chemicals management legal and institutional infrastructures, and the particular needs of developing countries and countries with economies in transition.

The project “Development of Guidance on Economic Instruments”, initiated with the generous support from the Government of Norway, assessed existing practices around the world on the use of economic instruments in chemicals management. The aim was to develop guidance for successful implementation of such instruments in the context of chemicals- related management services.

The LIRA-Guidance was developed based on the outcomes of these two projects. The process of development of the LIRA-Guidance has been coordinated by an Expert Group. In addition, a series of country testing workshops and national demonstration projects to ensure the guidance targets the needs of developing countries and countries with economies in transition. Lessons learned from these activities will be used for revising the guidance.
