First Call for Trade Union Nominations:

UN Framework Convention on Climate Change (UNFCCC)
12th Conference of the Parties (COP12) & 2nd Meeting of the Parties (MOP2)
Nairobi, Kenya – 6-17 November, 2006
 
This is to invite trade union nominations for the upcoming meetings of the COP12 and MOP2 of the UN Framework Convention on Climate Change (UNFCCC) to be held in Nairobi, Kenya from 9-17 November , 2006

A trade union delegation will be composed to participate in the UNFCCC process for the purposes of providing input to national government delegations, so as to ensure consideration of worker and trade union issues related to climate change impacts or of mitigation measures to address them. Provisionally the trade union delegation would focus on the following specific outcomes generated from COP11 last year:

  • Provide input to national governments about the report by non-Annex 1 countries, with respect to national communications and sustainable development. Income generation, employment, access to vital resources and services, as well as participation issues of Agenda 21 will be matters of priority;
  • Become involved in the SBSTA five-year work programme and upcoming workshops by bringing into scope the work of the recently announced EU government/trade union research undertaking on the employment implications of climate change;
  • Provide input into the New Delhi work programme concerning the skills and activities of trade unions related to training, education and public awareness;
  • Participate in any review process under Article 9 of the Kyoto Protocol by providing input to national governments and the Secretariat, as they compile relevant scientific, social and economic information;
  • Integrate the trade union country-by-country profiles on climate and energy within the new UNFCCC Information Network Clearing House (CC:iNett).

Trade Union September preparatory meeting is planned
Currently a trade union preparatory meeting is planned in Europe for sometime in September and information on this will be posted as soon as is available
 
Trade Union Activities planned for COP12/MOP2
The trade union lobbying at UNFCCC will take place over the two week period of the conference. The first week will focus on direct lobbying and undertaking of meetings with national government delegations and other Parties. A trade union display area – titled  “Climate and the World of Work”- will be set up during the entire period at the COP12 and you are invited to plan on sending materials to Kenya for this purpose (address information will follow).
 
Our first week of activities will be planned to support further lobbying on the second week and to feed into the trade union activities as follows:
 
Trade Union Orientation – Provisional Date: Sunday 12 November, 2006.
A one day trade union orientation is contemplated to take place in between the two weeks of COP12, so that all our participants involved during either week would be in a position to participate. A smaller orientation might also be possible before the first week but this would depend on the number of participants and our capacity to organize it in time.
 
UNFCCC Side-Event – Provisional Date: Wednesday15 November, 2006.
The UNFCCC Secretariat will be asked to incorporate a trade union side-event into the proceedings for 15 November, to coincide with the High-Level Ministerial portion of the meeting. The theme of this side-event is still to be determined. A trade union news conference would be contemplated prior to this side event.
 
UNFCCC Registration, Hotels & Travel Costs
The ICFTU/TUAC will arrange for the formal registration of all trade union participants. Please provide the full names of your nominees, along with the address and communication information, including telephone, fax and e-mail. We have also made provisional arrangements with ICFTU-AFRO for the trade union participants to stay at the Stanley Hotel in Nairobi. Travel costs for the trade unions to participate in this process are normally born by their own organizations.
