Compliance and Enforcement

Implementation, enforcement of and compliance with international environmental agreements are crucial. Therefore, UNEP, in its Division of Environmental Policy Implementation (DEPI), has created a unit dedicated to ensuring compliance with and enforcement of established national, regional and international environmental policy instruments, particularly legally-binding instruments (Compliance and Enforcement Unit).

As an implementation-based section, the Compliance and Enforcement unit supports efforts to combat environmental crime. It undertakes and assists training and coordination activities among national enforcement authorities, convention secretariats, Interpol and the World Customs Organization.

Major initiatives of this unit include the development and implementation of Guidelines on Compliance with and Enforcement of Multilateral Environmental Agreements, and the organization of workshops and technical support to current and aspiring parties to the Lusaka Agreement on cooperative Enforcement Operations Directed at Illegal Trade in Wild Fauna and Flora. Providing technical assistance to Governments, particularly in the form of compiling training manuals, organizing education workshops and providing legal advisory services, is central to the unit’s operation.

The Unit is also coordinating an expert-led assessment of environmental liability and compensation regimes, with a view to ensuring that adequate information regarding all tools for implementation is made available.
