Objectives
The Environmental Diplomacy Training Course in Geneva, 26 August to 10 September 2006 formed part of the Geneva Programme in Environmental Diplomacy during the period July – December 2006. The Programme is teaching the skills necessary to participate in global negotiations in environment, sustainable development and related fields.
It is covering the scientific understanding, political sensitivity and practical negotiating techniques relevant to the development and implementation of legal instruments (conventions, resolutions) and other types of agreements.
The positioning and influence of regional and sub-regional groupings, negotiations and instruments is given full attention. Environmental concerns and objectives are dealt with in the broader context of sustainable development with its full range of potentially conflicting sectoral views, and linked to issues such as trade and human rights.
The training is helping (future) policy and decision makers to understand the nature of specific environmental concerns as well as their place and weight in multilateral negotiations. |
It is enabling debate, dialogue and interaction with:
- multi-sectoral environmental programmes, for instance the work-programmes of UNEP, the Economic Commission for Europe and IUCN – the World Conservation Union
- organizations/programmes/events of high relevance for the environmental community, e.g. the UN
General Assembly 2nd Committee, Commission on Sustainable Development, the World Trade
Organization, and relevant global Conferences or rounds of negotiation
- major projects with potential environmental impacts, for instance large dam projects
- institutional debates on, for instance, UN reform or environmental governance
- post-conflict assessment, pre-conflict early warning and actual emergency operations, for instance
coordination of tsunami response, etc.
Audience
The programme is aimed at present or future diplomats, negotiators, policy and decision makers in governments, regional intergovernmental bodies, local authorities, the private sector, NGOs, trade unions and UN bodies, with an initial emphasis on wider Europe, including countries with economies in transition in the Balkans and the Eastern Europe, Caucasus and Central Asia regions.
