RefTalk-1: Can HC Replace HCFC/HFC in Unitary A/C Applications?

This Webinar is the first of a series titled “RefTalk” aiming at presenting in depth the new commercially or potentially available refrigerants in different sectors. The aim of this webinar series is to provide a platform to share expertise, engaging with participants worldwide, in an informal atmosphere.

The first session is focusing on HC-290 in unitary air-conditioning applications. HC-290 seems to be attractive candidate nowadays particularly for limited charges applications. With the pressure on the air-conditioning industry, as main consumer of HCFCs, to shift to long term alternatives and try to leapfrog the high-GWP options; several industries started to invest in examining seriously the HC-290 as long term option particularly for small unitary a/c applications. The Multilateral fund of Montreal Protocol, also, encouraged so and funded several projects to either convert its production lines or to test and verify the use of HC-290 for later conversions.

Safety, standards, after-sale service and market acceptance concerns were and still raised by different decision makers about how far the industry can further promote such option and whether end-users and servicing sectors can safely handle it. This Webinar will try to shed light on those concerns through presenting feedback from industry, institutions and governments; start considering potential options taking into account associated challenges and expectations.

Mr. Bagai joined OzonAction Branch in 2000 before being appointed as the Regional Officer (Networking) for South Asia in 2002, he worked as the Ozone Cell Director, Ministry of Environment and Forests, India. Prior to joining UNEP, he worked in a variety of field and policy level assignments at both federal and provincial levels in India. As Training Officer, his work included organizing training workshops for refrigeration technicians and customs officers in South Asia, South East Asia and CEITs. At present he is part of the CAP ROAP team assisting countries under UNEP's reoriented Compliance Assistance Programme.

Mr. Eltalouny joined UNEP in 2003. He holds Mechanical Engineering Degree from Cairo University, and specialized in the field of Refrigeration and Air-conditioning. Before joining the UN he spent 10 years in the Refrigeration Industry and 4 years as Technical Advisor for the Egyptian Environmental Affairs Agency (EEAA) for the implementation of Montreal Protocol. Mr. Eltalouny is currently responsible for the implementation of phase-out plans of ODS in West Asia region and is closely working with West Asian governments to eliminate the use of ozone depleting refrigerants in different refrigeration and air-conditioning industrial and servicing sectors as well as combating illegal trade in ODS and ODS-based products.

Mr. Bernhard SiegeleMr. Bernhard Siegele, Programme Manager,  GIZ Proklima International, Germany
After graduation as an engineer for materials and environmental technology and eight years of lecturing and consulting in Austria Mr. Siegele worked in the Czech Republic, France and Ukraine on institution building and waste management, in Egypt and the Philippines on industrial development, before he joined Proklima in GIZ head office in Germany in 2009. Proklima is a global programme at German International Cooperation (GIZ) for integrated ozone and climate protection.

Mr. Ole NielsenMr. Ole Nielsen, United Nations Industrial Development Organization (UNIDO)
Graduated from Technical University of Copenhagen in 1988 as mechanical engineer specialized in energetics and refrigeration. Worked in the Danish refrigeration industry until 1996. Acted as independent technical consultant on Montreal Protocol project formulation and implementation until 2003. Returned then to the private sector as sales manager for refrigeration equipment. Joined UNIDO in 2011, as Chief of the Refrigeration and Aerosols Unit within the Montreal Protocol Branch. Involved in Montreal Protocol since 1993 through consultancy, private sector and lately through an implementing agency; with specialty in refrigeration sector.

Dr. Tingxun Li,Dr.Tingxun Li, Associate Professor at San Yat-sen University, Guangzhou, China
A member of the RTOC of UNEP, Dr. Li has been involved in phase out of CFCs since 1993, and provides consultation on alternatives to HCFCs to air-conditioner industries as an expert of China’s Ministry of Environmental Protection. As the project manager, Tingxun Li is responsible for the Demonstration Project for Conversion from HCFC-22 to Propane at Midea Room Air-conditioner Manufacturing Company since 2009.

Ms. Zhou XiaofangMs. Zhou Xiaofang, Chief of Division III, FECO/MEP, has worked in ODS phase out field for more than 15 years.

Mr. Zhong ZhifengMr. Zhong Zhifeng, refrigeration team leader of Division III, worked for the ODS phase out in refrigeration sectors. (Division III is the PMO for Montreal Protocol in China).

On 10 April UNEP OzonAction organised the first of its webinars in the “RefTalk” series, titled, “Can HC Replace HCFC/HFC in Unitary A/C Applications?” Presentations from UNIDO, Chinese Government representatives and university researchers were followed by a Q&A during which hydrocarbons21.com asked panellists about the anticipated future success of R290 room air conditioners (RAC).
