As Article 5 countries implement national HCFC Phase-out Management Plans (HPMPs) under the Montreal Protocol, they are facing growing demands  to introduce and implement mechanisms to ensure that a range of refrigerant types are fully supported at the national level in the move towards more climate-friendly  refrigerant alternatives. Internationally, there are existing standards and mechanisms that can be nationalized as tools in the HCFC phase-out management processes and supporting sustainable adaptation to longer term non-ODS, energy efficient and more climate friendly alternatives. 

In many countries  and  in particular those operating under Article 5 of the Montreal Protocol, there is the need to establish and implement  national mechanisms, systems and or standards to regulate flammable refrigerants used as low GWP alternatives in the Refrigeration and Air-conditioning sectors(RAC). 

The purpose of this series of webinars on standards is to identify the current state of available standards in the RAC sector and provide a platform for dialogue on the ways in which barriers to adoption of longer term climate-friendly and energy efficient alternatives can be overcome. 

This first webinar will provide an introduction to standards for the adoption and use of available longer term non-ODS, energy efficient and climate friendly alternatives in the RAC sector.

Artie has been working in the Montreal Protocol for over 14years.  In 1997, she started as the National ozone officer of her home country, Trinidad and  Tobago. In 2003 she joined the UNEP Montreal Protocol   Compliance Assistance Programme as the Policy and Enforcement officer in the Region of Latin America and the Caribbean and then in 2012 she joined the Regional office of Asia and the Pacific as the Regional Network Coordinator for the Pacific islands.

Kevin LeeKevin Lee
Kevin is the Global Technical Manager for Heatcraft Worldwide Refrigeration based in Sydney. Mr. Lee monitors regulatory changes and compliance issues around the world while also scouting for new innovations & technology. His extensive technical and regulatory knowledge is grounded in over 30 years of engineering and management in the refrigeration industry nationally and internationally. Kevin is currently Chairman of Australian Standards Committee ME-006 and Australia’s representative to ISO/TC86/SC1 for Refrigeration Safety and Environment.

Samira R. TraboulsiSamir R. Traboulsi
Samir, has a PhD. in mechanical engineering and a Masters in Business Administration. He served as a Director of ASHRAE (2008-2010) and (2009-2012) and President of the Lebanon Green Building Council (2008-2012). He is the Chairman and General Manager of Thermotrade SAL and the Managing Director of RANEC, and Senior lecturer at the Faculty of Engineering and Architecture of the American university of Beirut. He had several engagements with UNDP and UNEP.

Zhong is the Refrigeration team leader of Division III, worked for the ODS phase out in refrigeration sectors. (Division III is the PMO for Montreal Protocol in China).

 Role of standards in the HCFC phase-out discussed at UNEP webinar. On 4 July 2013, UNEP OzonAction organised its first webinar on standards for the adoption of HCFC alternatives. The webinar brought together representatives from UNEP, the Australian Standards Committee, the American University of Beirut and the Chinese Government to discuss the current state of available standards in the RAC sector, particularly regarding energy efficient and climate friendly alternatives to ozone depleting substances.
