Europe and Central Asia (ECA) convene on HPMP implementation

The National Ozone Centre of the State Agency of Environment Protection and Forestry under the Government of Kyrgyz Republic and the OzonAction Programme of UNEP’s Division on Technology, Industry & Economics has organized the thematic meeting on HPMPs: progress in implementation of prioritized activities and opportunities/barriers in introduction of low or zero GWP alternatives to HCFCs (24-26 September 2013, Bishkek, Kyrgyzstan). The meeting was opened by Mr. Saribaev Ilias on behalf of the State Agency of Environment Protection and Forestry. He warmly welcomed participants and highlighted the importance of the implementation of HPMP in order to comply with Montreal Protocol provisions. The main objectives of the meeting and opening remarks were also presented by Mars Amanaliev, Head of the NOU of Kyrgyzstan and Mikheil Tushishvili, Programme Officer of UNEP.

The main objectives of the thematic meeting are (1) to have an overview of HPMP implementation in each country: status and prioritized activities (investment project implementation, regulations to be set up or enforced, training activities, outreach, etc.) to comply with the freeze target in 2013 and 10% reduction in 2015; (2) to identify barriers for promoting low GWP, higher energy efficiency technologies, and ways to remove these barriers at the national level; and (3) to discuss further steps in the development of the stage 2 of the HPMPs for Armenia, Republic of Moldova and Kyrgyzstan.

The participants include National Ozone Unit (NOU) officers and experts from the RAC sector of the ECA countries (Armenia, Georgia, Republic of Moldova, Turkmenistan and Kyrgyzstan). The representatives of Belarus and Tajikistan (CEITs) are also participating in the work of the thematic meeting through the assistance of UNDP/GEF programme. Representatives of implementing agencies (UNDP and UNEP) and the resource person (from Republic of Moldova) are also present and will deliver a number of presentations.
