India and UNEP organize HPMP workshop for dealers of refrigeration air-conditioning spare parts... - span>
Kolkata, 13 December 2013 and Guwahati, 17 December 2013 – The National Ozone Unit, Ministry of Environment and Forests, India (MoEF), in association with UNEP, organized two and a half  days awareness workshops for the Refrigeration Air-Conditioning  (RAC) Spare Parts and Refrigerant Dealers on the HCFC Phase-out Management Plan (HPMP) of India. Training Manual for Customs and Enforcement Officers - Third Edition - NOW AVAILABLE - span>

The third edition of the Training Manual for Customs and Enforcement Officers provides the necessary guidance and information to effectively monitor and facilitate the legal trade in ozone depleting substances and to combat their illegal trade. It presents information on the international policy context and an overview of the technical issues, including information on chemicals and products traded and how these may be smuggled. The manual is intended for conducting training programmes for Customs and enforcement Officers as well as serving as a stand-alone reference/refresher document.

This new version takes into account the developments in international trade and provides new material to reflect changes in the Montreal Protocol, Harmonised System codes, licensing systems and other relevant information. It is currently available in English.  Read more

6 Neighboring Countries Coordinate Efforts Control Trade of Harmful ODSs at Lao Border Dialogue - span>
VIENTIANE, 29 November 2013 - Pursuing an effective way to facilitate legal trade in ozone depleting substances (ODS) and combating and monitoring illegal trade in ODS, more than 30 National Ozone Officers (NOOs) and Customs Officers from Cambodia, China, Lao PDR, Myanmar, Thailand and Vietnam gathered in Vientiane, Lao PDR from 27-29 November 2013. Technical Experts meet on ODS Regulations for ECOWAS Member States - span>
Ouagadougou, 20 November 2013- West African countries moved significantly closer to adopting a Regional Regulation to protect the Ozone layer in a meeting organized and hosted in Ouagadougou, Burkina Faso, from 19-21 November, 2013.  Regional technical experts, which includes National Ozone Officers, Custom Officers, ECOWAS (Economic Community of West African States) Commission, and Refrigeration Technicians from fifteen West African countries came together to finalize and validate the draft ECOWAS Regional Regulation.  Read more

Illegal trade in ODS - Supporting Montreal Protocol compliance through cooperation and enforcement - span>
During the International Environment Compliance and Enforcement Conference held in Nairobi, Kenya from 4-8 November 2013, the UNEP OzonAction Regional Office for Africa (ROA), will hold a side event on Illegal Trade in Ozone Depleting Substances - Supporting Montreal Protocol Compliance through Cooperation and Enforcement. 

The side event will provide information and examples of how cooperation between National Ozone Officers (NOOs) and those involved in enforcement and monitoring of trade in ODS can strengthen compliance with the Montreal Protocol. The event will highlight experiences and strategies of NOOs and custom officers which have been adopted in some African countries to combat illegal trade and encourage cooperation between and within countries.For more information:

High-level consultation between China's Shenzhen Municipality and UNEP - span>
Paris, 18 October 2013 - A high-level delegation of Chinese experts led by Mr. Shuisheng Li, Deputy Director General of the Human Settlements and Environment Commission of Shenzhen Municipality, met with staff of UNEP's OzonAction Programme to present their pilot project to phase-out hydrochlorofluorocarbons (HCFCs) in the refrigeration servicing sector as part of China's HCFC phase-out management plan. The pilot project aims to reduce the HCFC consumption in the Shenzhen Municipality of currently 500 metric tons and is implemented in close cooperation with the local refrigeration & air-conditioning (RAC) association.  Read more 
Serbian Customs Officers & Environment Inspectors trained to control HCFC consumption - span>
Serbia, 17 October 2013 - The Ministry of Energy, Development and Environmental Protection of the Republic of Serbia and United Nations Environment Programme (UNEP) organised a National Training of Customs Officers and Environment Inspectors to control the hydrochlorofluorocarbons (HCFC) consumption in the Republic of Serbia from 14-16 October 2013. This meeting was organised in the framework of the project “HCFC phase-out management plan (Stage I) for Serbia” (HPMP Serbia) which had been approved at the 62nd Meeting of the Executive Committee of the Multilateral Fund.  Read more

According to the reported consumption data for 2012, all of them comply with the phase-out schedules for ozone-depleting substances (ODS) and have import / export licensing systems in place to monitor & control ODS trade. Ghana deliberates on Methyl Bromide Phase-out and Alternatives Awareness - span>

Accra, 11-13 September, 2013 - The Environmental Protection Agency (EPA) and the United Nations Environment Programme (UNEP) OzonAction Programme collaborated to organize a training workshop for Ghanaian farmers to help them maintain the phase out of Methyl Bromide (MB) by reinforcing training, providing an update on alternatives and exchanging experiences. Methyl bromide is a chemical used as a fumigant and soil sterilant but which also depletes the Earth’s protective stratospheric ozone layer. Read more

 
UNEP Welcomes Renewed Commitment by World Leaders to Phase Out Climate-Damaging HFCs - span>

UN Secretary-General Appoints New Leadership for Ozone Convention and Financial Mechanism - span>

 The United Nations Secretary-General Ban Ki-Moon has made new senior appointments to head the Secretariats that support the phasing out of ozone-depleting substances. Following an international selection process, Ms. Tina Birbili was announced as the new Executive Secretary to the Vienna Convention for the Protection of the Ozone Layer and its Montreal Protocol on Substances that Deplete the Ozone Layer, and Mr. Eduardo Ganem as the Chief Officer of the Multilateral Fund for the Implementation of the Montreal Protocol.  Read more

Cape Verde African Network Meeting moves ahead with HCFC phase-out: All imports prohibited in 2013 - span>
Praia, Cape Verde, 19 July, 2013– Twenty-six National Ozone Officers from French and Portuguese- speaking Africa, gathered this week in Praia, Cape Verde in the building of the National Assembly, for a four-day network meeting. OEWG Side Event - The Implementation of the MP in Small Island Developing States (SIDS) - span>
At the 33rd Open Ended Working Group (OEWG) which commences on 24 June 2013, UNEP OzonAction will hold a side event which will present and discuss on the approaches to implementation of the Montreal Protocol and special challenges that Small Islands Developing Statues (SIDS) are faced with in sustaining implementation of and compliance to the Montreal Protocol. Of the 197 Parties to the Montreal Protocol on Substances that Deplete the Ozone Layer, 38 are recognized by the United Nations as Small Islands Developing States (SIDS). iPIC Supporting compliance through prevention of illegal and unwanted trade in ODS - span>
In 2006, UNEP launched an initiative with a modest number of countries which enabled a mechanism of Informal Prior-Informed Consent (iPIC) to be adopted in order to better control trade in substances that are restricted under the Montreal Protocol on Substances that Deplete the Ozone Layer. Since then, the iPIC has become a global voluntary initiative for likeminded states who wish to strengthen the implementation of their national licensing system for ozone depleting substances. This short booklet aims to briefly describe the functioning and advantages of the iPIC system, to provide some information on results and successes from iPIC in 2012 and to encourage countries which are not yet members to join and to begin to reap the benefits of this initiative.  click here to access document

 
Micronesia strengthens border control against ozone layer-damaging refrigerants - span>
Bangkok/Palikir, 12 June 2013 – As part of the continuing effort of the Federated States of Micronesia (FSM) to completely phase out ozone depleting substances (ODS), particularly HCFCs (hydrochlorofluorocarbons) by 1 January 2030, the government launched a training programme to strengthen border control to monitor refrigerant imports to protect the ozone layer from 22 to 24 April 2013 in Palikir, Pohnpei.  Read more

Madagascar takes action to reduce HCFC consumption ahead of 2020 - span>
Madagascar, 14 January 2013 - The United Nations Environment Programme (UNEP) OzonAction Programme conducted the first HCFC Phase-out Management Plan (HPMP) training of trainers in Antananarivo, Madagascar, from 14-17 January 2013. The joint workshop was aimed at training refrigeration technicians and customs officers on minimizing leakages and venting of HCFC-22 during operation and servicing, and provided techniques for containing and re-using the existing HCFC banks.  Read more
 
Caribbean Countries Protect their Borders from Illegal Trade in HCFCs - span>
As with other developing countries in the Caribbean, Belize, St. Kitts and Nevis, Dominica and Saint Lucia all need to accelerate the phase out of HCFCs by 2030 through the implementation of their HCFC Phase out Management Plan (HPMPs) which were approved by the Executive Committee to the Multilateral Fund.  Stage I of the HPMPs will allow these countries to achieve the 35% reduction in consumption of HCFCs by 2020... Read more
